Dispel Speed

This is kind of a weird question. I can't find the rules about dispelling a persistent power, but I figure the power just turns back automatically on on the character's next phase...but if that is so, what happens if you dispel Speed. I'm kind of thinking it means that the character doesn't get their Speed back until post 12 (which they get even at Speed 0), but I might be off on what happens when a persistent power is dispelled. Thoughts?

As noted on 6E1 193, you cannot Dispel Characteristics. So that addresses the "Dispel SPD" issue.

 

A character can Dispel a Persistent Power, but all that means is the target has to take a Zero Phase Action to turn it on again in his next Phase (unless Extra Time or some other restriction prevent that, make it take longer, or otherwise hinder his doing so). So that might be a waste of an attack, though the target's temporary lack of the Persistent Power may leave him vulnerable to other attacks, etc.
