The standard QWERTY keyboard was created for typewriters to /slow down/ typists, because if they typed too quickly, the letter arms would get tangled up. Dvorak (the inventor's name) created a new layout placing most often used keys closer to home row to increase typing speed.

 

This is a myth. (Check out the comments, especially.) Your old-timey typing instructor will tell you that the QWERTY keyboard spreads commonly-used letters around and distributed by frequency of use between fingers to maximise the typing rate. It is a very poor touch typist who types much less than two strokes a second on the QWERTY keyboard.
