Ninja-Bear
Cassandra thinks NCM is a hard cap. Ok if NCM is a hard cap then Bats should still be lower then Caps. Maybe Bats at 15? (I think she was avoiding the dreaded half die).
Greywind
Captain America/Steve Rogers is not normal, thus the NCM should not apply.
Ninja-Bear
Captain America/Steve Rogers is not normal, thus the NCM should not apply. I thought Capt. America is maximum human potentional? So if Cassandra considers NCM as max human potential (I know it isn't) then 20 is the max then Capt. should have it and Bats shouldn't. Greywind
Depends on whether you think the accent is on "maximum human" or "potential".

Cassandra
Cassandra isn't Capt. America a little low in strength? You have him the same as Batman. I do have a version of Captain America with 125 points in characteristics versus Batman's 100 points. Both have NCM. 100 Points represents an Olympic level athlete, which includes most crime fighters along the lines of Daredevil, Moon Knight, Green Arrow, Hawkeye, Black Widow, Batgirl, etc.. Not that I have different Characteristics at the same points for different genders. Men have greater STR while women have greater DEX, or it evens out. Cassandra
She re-envisions them!!!! Constantly. Sometimes I learn more and make things better. For instance I just realized that if you have an EB 8d6, Variable Special Effects [Heat/Cold] (+1/4), 2x END (-1/2), Variable Disadvantages (-1/4) means that Supergirl could take Not in a Vacuum (-1/4), Not in Water (-1/4), and Stun Only (-0) for her superbreath. Ninja-Bear
P.s. if you went with Caps having something like +5 str only to (how do I phrase this) beat the bell curve then Bats and Caps having the same str. would be ok imo. I.e. the +5 str would add to the normal str roll upto but not past the max roll of the base str.

They both can press the same amount but Cap has can hold the weight longer over time.
