Christopher Posted February 26, 2014 Report Share Posted February 26, 2014 It's a movement power. It depends on wheter you make a Full or Half Move with it. It's really just "flight, does not crosses intevening space". However unlike most movement powers, even just a 1m Port counts as a complete halfmove (so you cannot blink in and out of a room as one half phase action, but need 2 half phase actions.
