It has a more complete treatment of the genre, but lacks the rules for playing the game. It was intended for use with the core 2-volume set. Champions Complete is a stand-alone book that includes the full Hero System rules but has a less detailed treatment of the superhero genre. I guess since Champions Complete has a physical book in stock and includes the PDF when you buy the book, it makes sense not to include it in an online PDF only sale... For what it's worth, this Fantasy Hero 6e and Fantasy Hero Complete (if funded!) would have the same relationship. In anticipation of Fantasy Hero Complete and it's kickstarter, I picked up what I thought was the last physical copy of FH6e at my local gaming/comic shop a few weeks ago. I was surprised today to see another new copy on the shelf today when I stopped by (next to a copy of Champions Complete, Hero System Martial Arts and Hero System Bestiary). There's a very complete treatment of the genre in there and very useful things like Archetype Templates which make great starting points for characters.
