Multiple Attacks?

I'm working on putting together the opposition for the next session of my MHI campaign, and I've run into something that's got me confused. I'm seeing several monsters with multiple HKA Powers that look like they are there to make the monster more dangerous, but if I'm reading the rules correctly they can only use one per phase and there is no restriction on using them on subsequent phases, so I'm not really seeing the point.  

 

The Shoggoth is the most significant one that I've seen.  It has three separate "Fanged Mouth" attacks and three separate "Clawed Hand" attacks that are all mechanically identical.  The Gargoyle, Lindwyrm, and Invernal Soldier all have both bite and talon attacks, with either both being mechanically identical or one being strictly better than the other.

 

MHIEHRPG p.196 states that Attack Actions are a 1/2 phase action and "performing an Attack Action brings a character's Phase to an end".  p.109 says that "a character can use as many Powers as he wants to in the same Phase, provided he (a) has enough time to activate all of them, and (B) can afford to pay END for all of them."  I would think that the "attack ends you Phase" take precedence over "use as many as you want if you have time and END", but then I don't see any reason why the Shoggoth would have 6 identical attacks.  Is there something I'm missing?

There are rules for Multiple Attacks and Combined Attacks in the full Hero System Rules 6e1 & 6e2 as well as Champions Complete.  These were left out of the Hero System Basic Rules (which is what's included in the MHI book). 

 

Basically, if a creature or character paid for multiple separate attacks that aren't in a framework they can usually combine them all into a Combined Attack vs. 1 target.  There is no OCV/DCV penalty, it's all considered part of one single attack roll. The character must pay the END for each attack individually.
