Summoning a truck

One of the players wants their power to be able to summon a truck and/or car at will and wherever they are, as well as make it disappear when not needed. Soooooo, how would you build that? The vehicle would pretty much be a standard vehicle, not suped-up.

If the special effect is literally summoning (creating) a vehicle out of thin air then I would treat it the same way I did when creating a 'travel bubble' for a Green Lantern clone a few years ago.  This version has the potential of being extremely abusive if not carefully monitored.

The defenses of such a construct should not be higher than what the character can otherwise generate with Force Wall (5e) or Barrier (6e) as it is an extremely efficient substitute for those abilities otherwise.

If the special effect is more akin to an object of opportunity focus limitation then I might build it as follows (6e):

 

35 Vehicle of Opportunity: Summon 175-point creatures, Slavishly Devoted (+1) (70 Active Points); Arrives Under Own Power (-1/2), Summoned Being Must Inhabit Locale (-1/2)
[Notes: Character has knack for finding an appropriate vehicle that is easily obtained (no alarm, door unlocked or easy to jimmy, key in ignition or easy to hotwire, etc..)] END 7

Figure out the value of the best truck or car she can summon, and build a Summon Power around that. The rules say Summoned Vehicles must be Slavishly Devoted (I don't have to make an EGO vs EGO roll to drive my car and unlike a Summoned demon it's not about to try to corrupt my soul or eat my flesh) and if you want variety, there's an Advantage so it's not the same kind of vehicle every time either.

If the vehicles are ordinary except for the appear and disappear into thin air schtick, and aren't going to be in combat, and you think Summoning gives too high a price for the minor effect, consider Contact: Friendly Supernatural Vehicles.

I have a Batman build where I was trying to squeeze him into fewer points.  I gave him a vehicle summon instead of buying the Batmobile, Batplane, etc outright.  He summons them with a little remote in his utility belt (they have autopilot) and so they're always pretty close by.
