1.  Transfer of Subject Tanner to Ice Box facility is disapproved.  Director One, however, believes Subject Tanner may be "susceptible."  Blue-Level surveillance of Subject is authorized along with a thorough examination of his financial                           transactions.  Further actions may be necessary upon completion of investigation.

2.  Appointment of Subject Patel to project head is approved, along with a 7.3 percent increase in salary and an invitation to "Steak Night" in the executive dining room.

3.  The wings stay.  Director One likes the wings.  Director One requests the Creative Department to develop some concept designs for chest emblems.  Two dozen should be sufficient to start.  Deadline is Thursday.

4.  Subjects archer and death tribble will have their Reward Room privileges suspended until further notice due to extreme facetiousness.  ("Captain Flashpants?"  Really?)

5.  Authorization of Subject Quackhell to post the next image is approved, along with restoration of ice cream privileges in the employee commissary.

This is Parker Palmer, better known as The Red Recluse. His suit is able to increase his strength, agility, and allows him to leap rather far and to cling to surfaces. His most dangerous weapon is, of course, his gun. Not only can it shoot sticky "webbing", but also dangerous "vemon" acid capsules, and even capsules of spider vemon.

The Red Recluse loves to operate by himself (taking his crime name rather seriously). He is for hier, and also does solo jobs.

Bug Sprayer

This is a C list villain. They tend to be a nuisance rather than a threat. the gun is a twofold threat. One it can nauseate and disorientate but it also can act as an insect attractant. The suit and helmet repels the spray should it be somehow redirected back on to Sprayer himself. He also has a separate air supply so he is not susceptible to gases that might be sent at him. The helmet also has an enhanced senses array that allows Bug Sprayer to see outside the visible spectrum and also hear say police radio.

This is Arachnoid.  Archanoid is a minor villain who specializes in second-story work, often in the employ of more powerful crimelords.  Archanoid, whose Secret ID remains unknown, is considered low-priority by most heroes due to his well known code against killing.  Archanoid seems to be in it for the fortune and glory, and may be a thrillseeker. Whatever his motives, he is known for only using non-lethal weaponry and has risked capture to avoid causing injuries to civilians.  He seems to have no interest in testing his mettle against heroes, and will flee from any encounter -- a large part of why his identity remains unknown.  Archanoid is assisted in his burglaries by a suite of high tech devices and sophisticated stealth battlesuit.  It is unknown if Archanoid built the suit himself or stole it, though the latter seems a safe bet.  If he did steal it, the original owners have not made the theft public knowledge.  Like most things involving the superpowered thief, the answers are shrouded in mystery.

Arachnoid's primary attack is his Web Gun, which he uses both to incapacitate opponents, create web barriers to block his escapes routes and to create a grapple line for quick escapes.  He also uses gas grenades that produce either a thick, obscuring fog (which he can apparently see through) or a mild sedative gas that knocks opponents out, and carries a wide range of useful gadgets for overcoming security systems .

His Battlesuit produces an jamming field that disrupts security systems and allows him to avoid detection by cameras and most sensors, as well as providing limited protection from small arms fire.  His helmet includes a suite of sensors, granting him nightvision, the ability to monitor police frequencies, and a "backscatter scan mode" that produces low-level x-rays and allow him to see into the floors and walls of buildings, revealing hidden security systems and the like, as well as respiration system that filters out gases (including his own knockout gas) and filtering lenses and ear protection that protect his senses from flash attacks. Mentalists who have encountered Arachnoid claim his helmet also includes very sophisticated anti-psionic shielding and that his mind is unreadable. His boots incorporates sound-absorbing soles, improving his natural stealth, and -- along with his gloves -- contains retractable nanoscale hooks that allow him to cling to any surface less slick than glass.

The Mighty Ant

Dexter Kaufman was one of the few friends Tracy Ramey had, and the only one who tried to steer him away from his fantasies of violence and revenge.  But when he found out Ramey was The Mutilator, he knew he had to do something--so he created his own armored super-costume and weapons, specifically designed to counter The Mutilator.  The armor is more than resilient enough to counter his stings, and the gun is designed to emit either a super-adhesive spray or an opaque fog capable of defeating even The Mutilator's enhanced vision systems.  The helmet incorporates its own life support unit, and hearing protection against his own sonic "shriek" grenades.

As The Mighty Ant, Kaufman makes it a point to oppose The Mutilator whenever and wherever he appears.  He has also taken to fighting other villains and non-powered criminals, and discovered what other heroes have known for a long time--fighting crime is not as easy as it looks.  He has also discovered what else heroes have known for a long time--that there are few things quite so satisfying as saving lives and bringing down the bad guys.  He's started to make a name for himself in the superhero community--and to draw attention from the more powerful supervillains.

Four really excellent takes and this was a tough choice. However I am a sucker for world building and lore so The Mighty Ant having a  connection to a previous character is too good for me to pass up. wcw43921 the next image is yours.

Geez, Quackhell couldn't even let me put out a mediocre post before he knocks one out of the park.   Anyway, here goes...

>>> Rejected Submission to UNTIL Supercriminal Tactical Reference Manual  <<<

Subject:  Hubert Humphries

Category:  Supergenius

Power Origin:  Subject Hubert Humphries, age 10, exhibits incredible technical intelligence (albeit not so much common sense), evidenced by his building an energy sword, anti-grav scooter, and other similar high-tech devices to aid him in his self-proclaimed "War against Crime."  It is believed subject's engineering acumen is the result of a genetic mutation.  Subject also claims to have been bitten by a "radioactive man" and says he now has the "proportionate strength of a fully grown adult male."  Note that the reporting agent specifies "technical intelligence" -- true intelligence is questionable, owing both to this latter claim as well as subject's chosen superhero moniker.  To wit, he uses the first two letters of his name, along with the radioactive being that bit him, to produce the code name "Hu-Man".

(I just posted this so it's not a "one-and-done".)

The Nazi cloning program just didn't go as planned.

The Hitler fetus was successfully implanted in the involuntary donor womb. But something happened during the data download in the third trimester. The mother went into premature labor as the fetus started to grow at an astonishing rate. The c-section was too late to save the mother's life but that was inconsequential to the program: the child survived.

Unfortunately for the scientists, the baby continued to mature and grow into an adolescent within days then killed the scientists.

The new man was born. The superior man. What was supposed to be the perfect man. But regardless, this is the day for the H-Man!

=====

The information download into the unborn H-Man was supposed to include all of Hitler's memories, all of Nazi Germany's super-science knowledge, and all of the military expertise of Germany's top people. And it might have worked if the scientist hadn't kept thinking of additional information to include such as current events, pop culture, superheroes, the Encyclopedia Britannica, Wikipedia, and on and on.

As it is, H-Man knows his previous incarnation was as Hitler and he has some fuzzy memories of that life. He has a voracious appetite for drugs. He has disdain for anyone who he considers to be his inferiors but isn't quite psychotic about it. The super-science and military knowledge is intact along with much of the knowledge about the current world. And he knows that Nazi scientists would like nothing more than to catch and dissect him to figure out what went wrong so they could start over.

H-Man hasn't decided whether he's a hero (in his own mind), a villain, or a politician: he's been too busy raiding secret Nazi warehouses for resources and establishing the connections needed to keep him supplied with illicit pharmaceuticals for both recreation and work.

He has, however, decided that he hates being an adolescent and hates being short and hates being reminded of both of those facts: his astounding growth rate stalled out well before adulthood. At this point, H-Man doesn't know whether he will age normally to become an adult over the coming years, whether he's stuck being an adolescent, or whether he's stuck being an adolescent forever. You see, the process which brought him to life was supposed to give him an immortal body as well.

The prospect of being a short adolescent forever has, somewhat understandably, been an irritation during his (ahem) short life.

But regardless, the show must go on. Stay in America? Take over Germany? Get revenge on Russia? Fight superheroes? Fight supervillains? Subvert superheroes? Gather supervillains? So much to do and so...much...time in which to do it.

But youthful hormones are bubbling and it won't be long until H-Man takes the stage...to do something...something epic?

"Should I take the red pill? Should I take the blue pill? Screw it, I'll take both along with a couple of the pinks. What's the worst that could happen?"

This is the teenage android Mark O.N.E.. He was built to be able to generate and store incredible amounts of electricity, and to morph his hands/arms/legs/feat into various tools. Pictured here is his Lifter Hands (incresed Strength only for lifting and carring). He is still exploring the vast capabilities of his android body.

He is not exactly a superhero or a supervillain. He is still struggling to find his own place in the world, and the reason why he was built and programed the way he is. In fact, he has no memory of who created him. This, one moment he saves people from a burning building, another moment he is robbing a bank.

Jack Gadfrey was very proud of his father, who was an accomplished scientist and engineer. Unfortunately, his father felt he needed more than accolades and a comfy salary so sought out funding from VIPER for a couple of his more...ambitious projects.

When those projects didn't show rapid results, the leader of the local VIPER nest decided he'd been defrauded. Mark's father and mother were assassinated in an afternoon raid on his father's home lab, a lab which VIPER cleared out almost down to the bare floors.

However when Mark came home from school and found his parents' bodies, he also found a large crate in the kitchen which had been scheduled for a UPS pickup. Inside the crate, Mark found an over-sized pair of high tech gauntlet weapons, instructions on how to use them, and a large bottle of expensive liquor with an attached note of apology to the leader of the local VIPER nest for delivery taking much longer than expected.

Jack drank part of the bottle of liquor to boost his courage, donned the gauntlets, and went to the address on the package to avenge his parents' death.

The business at that address turned out to be little more than a VIPER front but that was more than enough for Jack to wring out the location of the actual nest from the survivor.

The nest never knew what hit them.

PowerJack was born.

I was hoping for one more entry, but with two really good ones I don't think there is any reason to hold off. Mark O.N.E gets the nod as I like the versatility of the powers and dual hero/villain nature of the character. Steriaca the next image is yours.

Subject 752 is the greatest success of the Kobayashi Institute thus far as the 12 year old boy had survived his treatments of Project: NEOGEN and had developed abilities and gained full control of them almost immediately. Most importantly he was fully under control of government liaison "Mr. Sakura(Cherry Blossom)". 752 can summon a bio-electric ectoplasmic shell around his body that takes various forms. This one he calls Sailor Star. While this shell is active he can fly and shoot bolts of bio-electricity and is highly resistant to attacks. He can also summon a giant robot form, a kaiju monster that breaths bolts of energy and a wise cracking boyishly handsome man wielding a ridiculously huge sword that is somehow also a gun.

The "sidekick" is the real hero, Mega Mouse. Mega Mouse is, in reality, a normal mouse who had his brain augmented with amazing mental powers, including mental illusions, and a android shell where his brain is incased.

He "creates" Alpha Man from his illusion casting abilities because nobody would accept an uplifted mouse's brain in an android body which appears kinda like a cartoon mouse as a serious superhero.

Cat and Mouse

This is the result of the media naming the duo. 'Look it's a mouse, so that must be the Cat !' and the names stuck. Although the Cat has no powers that are actually catlike. He projects energy and is a medium level brick (STR35 to 40). Why the mouse exists is not known although he is a decided benefit to Cat as he fights stronger and harder and with more determination even being more insightful in fighting crime.

The big one is the supervillain Propagate, I've been looking for a clear picture of him for years. He's best known for the fact that his sonic blast waves gets more powerful the further they travel from him out to his maximum range.

He generally tries to start off combat by sniping from long range or does an area of effect attack from surprise. He's not exactly a pushover at close range, still quite formidable in fact, but he generally tries to work with a partner since close quarters combat isn't his forte.

I've not seen this most recent partner of his. Given the similar costume, I'd theorize that this might be the alternate universe Propagate from the Earth which Captain Profound discovered last year where all the intelligent inhabitants of the planet were variants of Earth animals.

If the appearance of this alternate Propagate indicates that a full scale breach between the universes has been found and exploited, this could be major trouble...I mean, it could be a big problem, not "it could be Major Trouble", the hometown hero of Buffalo, NY.

When Dick Meacham approached a UFO that had landed in his cornfield, it suddenly shot upward and vanished into the distance.  The after-effect of its warp propulsion unit bathed him in strange, alien energies, endowing him with the ability to manipulate energy fields for offense and defense.  A short while later he was contacted by Rollinhex, an intelligent bipedal mouse from the planet Valthoras, who could run and fly at super speed.  Rollinhex--"Rollie" for short--invited him to join The Avatars, an interstellar organization of superbeings dedicated to protecting the universe from the forces of evil.  Meacham was given a costume, and Rollie became his training officer, teaching him how to use his newfound powers, when to use maximum force--and when not to--and the intricacies of investigation and interstellar police work.  Meacham isn't sure what to make of his new life--he was perfectly satisfied being a farmer and leaving all the super-battles and the weirdness to the "big cities."  For his part, Rollie is annoyed by the Terrans' inability to take him seriously--but he's just so darn cute.
