Galactic-level mass murderer struck with amnesia: what to do with them?

Assuming that a villainous NPC has lost prior memories of who they were and what they did (along with the skills necessary to carry out such attacks again), what would you do with them?

 

For the sake of argument, the chances of them regaining their prior personality are infinitesimally small (even with the most ultra of ultra-tech).

Well, depends upon the moral outlook of the various galactic civilizations in the setting. If even one of them supports capital punishment, they will want them dead, amnesia or no. If they support retribution, then they will want them locked up forever. Even if the official governments don't want them dead or imprisoned, individuals who have lost loved ones are likely to come seeking revenge. So then the person will need to be disguised or their appearance altered in some way. At which point, if the PCs lose track of them and they calamitously recover their old persona...they too will be hunted. Sounds like a fascinating role-play session to me.

Just because it is the same body, does not mean it is the same person. If you cloned hitler, would the clone have to suffer punishment for the originals crime?

Amnesia works not disimilar to cloning.

What little chance of recovery there is equals the chance that a random person stumbeles over a personality & skill imprinter of the original GLMM. Does that mean every random person in the universe should die?

 

In Stargate SG-1 they had just such a case:

Linea/Ke'ra

It was actually resolved by Ke'ra/Linea herself: She did take the cure for the amnesia, but rejected her former self (even trying to comit suicide). So they just allowed her to forget again.

I remember in the babylon 5 episode Passing Through Gethsemane the death of personality was actually the punishment for a serial killer. in the episode the former murderer had no recollection of his crimes and was now a cistercian monk doing good works on the station of course family of his victims come to avenge them selves on him and break his conditioning so he can remember his crimes. Im sure a Planetary of galactic genocide would be hunted by vigilantes probably with a great deal of wealth at their disposal.
