No, because by definition, if y is the nth root of x, then yn = x.  But for all n, 1n = 1.  So 1 is the root only of itself.

 

1 is not the only root of 1, but all real powers of 1 are 1.  (This is the reason why base 1 can't express anything but zero.)

 

After a bit of thought, that's also true for complex powers.
