Question

This follows tangentially from the question on using CE to force a roll or you can't, say, use your mental powers, or cast a spell, or otherwise lose access to a suite of powers.

 

The 6e rules (p 176) include an example CE called "confusion", which imposes a -4 to INT-based rolls. However, it does not specify the effect created (that is, whether it forces the target(s) to make a roll for some purpose linked to the CE). Is that power intended to only impose a -4 penalty to INT rolls made for other reasons, or does it impose a roll, with consequences of "being confused"?

 

IOW, I am confused as to the intended FX of the Confusion Spell power example.
