Time Limits and Cooldowns

Are these implemented in 6E? For example, I want a superhero with Multiform who can only hold his shape for one cumulative hour per day, then he has to get eight hours of sleep to be able to use it again. Should i just use the Charges Limitation and have them run out one per phase/segment, and have enough for only one hour's worth? I don't want it to be based on endurance, I still want him to stay transformed if he runs out of END. I looked through the book, and couldn't find anything.

There's a Power Modifier called Time Limit that lets you define how long a power lasts in terms of specific amounts of time. For a "cooldown," just use the Limited Power Limitation, defined as "Must Wait X Time Between Uses Of The Power," with the value dependent on how restrictive this is based on the length of time and other factors. In some cases the Window Of Opportunity Limitation discussed in Fantasy Hero might also prove useful.
