The city government is run by a mayor and 12 city council members (City Center, Waterfront, Warehouse District, Tenderloin, Downtown, Stadium Center, Elysium, Little Asia, North Town, The Barrios, The Foundry, and Greenfield (the Ruins)).  The mayor is elected by city wide vote and is not tied to a single district.  Each district should contain about 100,000 people.  The only exception to this is Greenfield which as of last census contains about 40,000 people.  4 seats are open every 2 years and a seat is held for 6 years.  The mayoral seat is held for 4 year and elections coincide with presidential elections.

 

The Mayor has the power to organize the city council meetings and has a deciding vote in case of ties.  The mayor's procedural power allows the mayor a great deal of control over what the council discusses but not absolute control.  A majority council members can override the mayor and bring topics to discussion and vote.

 

The mayor and city council make decisions and hand down directives to the city manager who then applies the directives according to the will of the mayor and city council.  The position of city manager serves at the pleasure of the council and mayor and the position may be removed at any time.
