requires a roll on multipower

I am just wanting to make sure I have the correct understanding here.

 

A multipower has requires a roll on both the base and the slots.  The slots have usable by 4 others on the powers.

 

My understanding would be, to use the slots, the PC needs to make a roll to activate the multipower and then on the slots each person getting the power needs to make a roll too.

That's correct. As noted on 6E1 354, the power isn't "turned on" when given to the Recipient, and he's subject to all Limitations on the power.
