Here's some ideas I had tossed around for a while:

 

1) The gym teacher is  secretly a WWII super soldier superhero.  He looks fairly young (~50ish) for his age (107)  but is active teaching the bright young minds exercise and health.  He and the retired supervillain could go to coffee and play chess, chatting about the old times.

2) The local sausage factory is creates delicious hot dogs but no one known works inside the plant or really knows the workers.  In truth, the plant is run by aliens selling "unedible meat byproducts" from their galactic empire company.  The meat is from a large scavenger called a Hu-Nan.  

3) The china town is actually a china block.  Its a small tourist attraction and people love the chinese food and imports there.  In actually, its a Triad base of operations.  The food is mainly for the triad members and the trinkets are stuff used to cover an illegal import business.  The trinkets need to get sold and the food being shared isn't a problem.

4) The town gets a lot of tourists, especially in the fall and early winter when the leaves change colors and  Christmas decorations spring up.  Its so popular, several alien races come and visit, secretly touring the quaint town.

5) There is old man Gillicutti's Victorian abandoned house on the hill.  Vacant for over 50 years, its strange layout and strange lights at night have gendered much speculation from the school populations.  For more on this see the board game Betrayal at the House on the hill.

6) There is the Marvel's "Pleasant Hill" idea.

7) Another member on this board suggested a campaign about kids of supervillains getting fostered out to foster parents.  This town could be the location to those kids.

Conveniently, I ran into the following article which is not just food for thought about law enforcement, but full of general meaty Real World(tm) inspiration:

Norwood and three part-timers are buttressed by 84 reserve officers, most of whom live hundreds or even thousands of miles away."

This just begs to be inserted in a superhero world.

EDIT: Oh, and a quote that just invites snark.

"Robert Mercer probably would have flown into Roswell."

Depends where in the US. I live in PA and sheriffs don’t have full powers of the police. Any area not covered by local police are covered by State police aka staties. And as to what size? When I lived near Erie, PA, the small (as in 1 sq mile) of Weslyville had its own police force.
