The Dutchess: Dutchess Henrietta Von Dottie, head of Dutchess  Industy, and one of VIPER's Council of Forty. One of the most dangerous normal women in the world.

 

Black Mamba: Scientist who was inficted by the COIL Virus, and was one of Doctor Blank's assistants and rival in science. Became a Dragon Branch member after a long time trying to cure himself of the virus by becoming a supervillain.

 

Crital: A mutant and ex-superhero who after a scandal turned to crime. She later joined VIPER and became a Dragon Branch member.

 

Brick: A man who's mind can't remember his past and with a body litterly made up of bricks, he has been VIPER's strongman for a long time.

Don't You Mean Citadel? sheesh get the name right!

You could make a fair-sized book out of all the VIPER-associated supervillains in the 4E VIPER source book. Personally I felt the 5E edition went too far in cutting back the group's roster of "Dragon Branch" staff supervillains.

 

DEMON might be a little harder to put together, since they never had much in the way of supervillains outside of Morbanes and their original Inner Circle. Then again, with the presumed failure of the Edomite's apotheosis scheme, there could be openings in DEMON's current leadership for some of those older figures... :think:

Well, there was the classic Morbanes which can combine there fowl magic blast to cause more damage then normal. And there were the 4ed Inner Circle Morbanes (Rose, um, and many others who's names I forgotten). They never had a vast amount of hierlings (Morningstar, but he was brought over).

Just remembered someone. The Director (of Crime) from Prymid in the Sky. He was once Allen Smithy (if that ever was his real name), a first time movie director directing his first movie ever when a fire happened which destroyed his film and his face. Not only that, but also his sanity. Now he wages a war against the movie industry the only way he knows how. By comiting crimes based on movies, filming them, and leaving clues behind base on movies because he loves movies also.

 

If it weren't for the body count, he could be lumped into the same category as Foxbat...

Is there any villain from the abysmal supplement European Enemies which can be salvaged for Forgotten Enemies? Well...

 

Neither of Eclipse is a rather good grey supervillain/witch which is wasted in the group...

 

Mammoth is an interesting idea, a would-be world conquer as a brick with a mastodon trunk. I would rename him Masterdon myself, and use him as a 'serious joke' character myself. If Deathstroke could use another member, he could be useful in spite of his arrogance.

 

Vauld is a mutant with vampiric-like energy drain abilities and thinks he is a for real vampire. He has potential, except for his villain name.

Along those lines, the Producer from Strike Force (3E and 6E versions), with his android duplicates of celebrities, movie stars, and famous monsters, and penchant for recreating famous pop-culture scenes, could team up with the Director and his crew.

By the time he escapes from the asylum, I doubt his hierlings would put up with him anymore.

 

Which begs the question, why would anyone knowenly work for The Joker when he has a reputation of killing henchmen for no reason other than it is funny to him?

Mammoth seems like a fun mastermind light. We can all agree he works better as a "seriously funny" character. That is, he takes himself deadly seriously, but he comes off as extremely funny.

 

I agree with Lord Liaden about the Huntsman.

 

Nether seems to work better as an associate villain to PAGON than leader of a bunch of misfits who has no reason to be together (Eclipse/Eurotrash). Perhaps that is the idea. Give the Scandinavian grey witch a small vvp and some enchanted protection magic...

 

Enigma is exactly that, and ment to be so.

 

Thoes would be my four.
