Scarecrow: Need a twist

Is literally made out of straw, or can turn himself into a "straw man." Essentially a Metamorph archetype: can bend, twist, or fold himself into various shapes and sizes; can extrude straw to stretch himself. Very hard to hurt -- nothing solid to break from a blow, and penetrating weapons just pass through. Vulnerable to fire, though.

That's good LL,  I like it, and I could make it demonic in origin (plays up on some stuff I want in the background).  Nice idea Bolo, but a little off the mark for the setting...

An invisible teleport triggered to block, dodge or dive for cover.  I used this for Naruto style ninja.  In this case the PC thinks he's hit the scarecrow who explodes into straw parts and reforms hidden from view.

 

If it has a pumpkin head, you could have it create pumpkin head bombs aka from the legend of sleepy hollow.  If the head is made of a stuffed bag, you can have a no range attack based on the scarecrow grabbing the victim and having maggots pour out of the eyes and mouth holes onto the character.  Even if it doesn't do a lot of damage, the visual description should make the player squirm.

 

You can have it be dismember-able, which results in summoning animated body parts to attack (like the arms flying off to attack the player).  

 

Finally, you can give it a burning damage shield only if hit with a burning attack.  So someone striking it with lightning would cause it to become inflamed giving it a damage shield.

I don't know how useful this would be, but perhaps using scarecrows as Clairsentience with the Fixed Perception Point Limitation for observation? People might think the unexplained appearance of a scarecrow strange, but they wouldn't have any reason to believe it was actually watching them.

You could make the Scarecrow name ironic in that the character can stand there and have everyone around him ignore him.

 

One possibility is have the character be a shapeshifter, one that changes into common inanimate objects, and ones that can stand there motionless for extended periods (days or weeks?) which would need some Life Support ability.  Heck of a way to infiltrate a facility, coming in as an extra parcel in a shipment.  Move around, turn into an extra sheet of paper in the recycle bin when someone comes by; or an extra potted plant in the entryway; or an unclaimed clipboard left behind in a meeting room; and so on.  Very handy to have a stealth intruder in a team.  Combat capabilities need some creativity to fit them into the context.

 

The mental defense idea would go with a functionally similar power, a mental image projection so that the character looks like something innocuous to humans passing nearby.

How about a demented version of the scarecrow from the Wizard of Oz?

 

He didn’t have a brain and wanted to get one. So maybe he could harvest brains from unwilling donors then just shove the brain into his head.

 

If you want to do the actual scarecrow from the movie, maybe his ultimate goal is to figure out how to get the lion, the Tin Man, and the rest of his friends into the real world.

 

As for powers, maybe duplication if he has access to a pile of straw and a transformation ability to turn people into either scarecrows if they are dead ...or into flying monkeys if they are alive (a little trick he picked up from the directional witch of your choice).

A scarecrow who wanted to harvest a superior brain might take a special interest  in the cybernetic gadgeteer hero.
