SKILL levels with limitations help

I’m trying to make a power that simulates clarity of mind for the day after performing a complex meditation technique.

My initial idea was:

+1 Overall Skill Level

(Extra time 1 Hour -3, 1 Continuing charge lasting 1 Day +1/4, Requires Meditation Roll -1/2)

My question is about the charges. I want the level to be able to be used however the players sees fit throughout the course of the day. Not “expended” the first time they place the level. Also I don’t want them to have access to the level if they get knocked unconscious or stunned. They would need to refocus their mind by performing the hour long mediation ritual again. Is this built correctly within the rules? I’m running a 5th edition game btw. Thanks in advance guys!

That should mostly work. Just clarify that "I get stunned or knocked out" as the condition that turns the power off. But he would not be able to meditate again that day and start it again without special GM permission, since it is technically a once a day power (one charge).

In 6e I would go with Persistent, Extra Time and Time Limit, as it gets around the needing GM permission but either one is legal.

+1 Overall, 1 Recoverable Continuing Charge lasting 1 Day (+0) (10 Active Points); Extra Time (1 Hour, Only to Activate, -1 1/2)  ?

It would be +3/4 for Recoverable Continuing Charges lasting 1 Day, recoverable moves it down the chart twice and is not capped. Continuing is capped at +1 for powers normally. So 17 AP,  7 RP.

Personally if I was the GM I would just call it  Limited Power: Takes an hour to activate and turns off when stunned or unconscious -(1/4).
