Gotta admire a guy with clear priorities.

 

Reminds me a little of the Engineer, an official Champions villain. This is from the description of her "Campaign Use" in CV3 p. 99: "Her schemes aren’t always evil; more often than not, she builds a project with the best of intentions, but doesn’t consider the side effects (“I’ve rerouted the earth’s magnetic field so it creates a natural space elevator at this spot....” “But it’s the earth’s magnetic field! You’ve just disrupted everything from radio and cell phones to traditional navigation!” “So what? — space elevator!”)."

Because it is easier to do but harder to detect, reverse embezzlement is usually accomplished via adding small, high-value items (gems, artwork, magic items) instead of coin.  Or, perhaps, surreptitious substitution, e.g., swap in platinum, swap out silver.  The two metals look very similar.

 

May have to use this idea.

Platinum wasn't considered valuable, or even identified, until technology had advanced enough to separate it and make it malleable. Magic, of course, can substitute for that.

 

In some of my past fantasy games, I used a naturally-occurring alloy of platinum as my mithril-analogue. (Not my own original idea.)
