Jordan played the Torch in one even worse film. The role hasn't exactly been a career launcher.  Downey played Iron Man in nine films, including several among the most popular and financially successful movies in history. He was the face of the MCU, the one who started it all. The role made him a superstar.  This is like casting Daniel Craig to play the villain in the next James Bond movie.

The Avengers was always a different style of spy adventure from James Bond, that never intersected with Bond continuity. And Connery's Bond days were well behind him by that point. Here we're talking about an actor indelibly identified as one character in a successful franchise, being reinserted into the same franchise as a completely different character, only a few years later.
