Eh, debatable. Ice at very low temperatures is very hard -- up to 6 on the Mohs hardness scale, which diamond tops at 10. The Titanic was an example of when a big mass of steel plate meets a bigger mass of ice. The ice ain't goin' nowhere.

I'm pretty sure any ship can break ice if you get it moving fast enough. Like say, terminal velocity. Maybe near-relativistic velocity for something like a rowboat...
