One of the significant parts of the agreement is that THC (one of the "active ingredients in marijuana -- they believe THC is the substance that gets you high) will no longer be considered worth suspending a player for. A lot of players are ganja users -- it has analgesic properties that many players find desirable once they've been whacked around for ten to fourteen weeks.  Plus it's legal in a growing number of states, many of which host NFL teams.

 

It's still illegal under Federal law, but enforcing that has gotten tricky.

 

So the NFL has taken a step back from its former policy. They will still test for harder drugs like campaign, and for performance enhancers whatever form they take. And the are actually testing for THC -- they just can;t take away game checks over it anymore. I don't know whether fines are permitted either.
