Before we get started, does anyone want to get out? Combat Scene Analysis -- Winter Soldier

What I meant by "mobile on the battlfield" was not "he can't run fast", he obviously can.  But He's not shown moving around the battlefield like say, Nighcrawler or Iron Man.  He has to run places, and isn't there in a hurry.  He fights in place and parkours around, but not with Quicksilver-like speed.  Speed 4 is twice as fast as a normal human, remember.  With added running (like 18 or 20m) and 4 speed, that's pretty quick but its not 8 speed speedster quick.

I wasn't worried about baseline humans.  Remember I was using Viper HTH specialists as stand-ins for the Hydra goons.  Those guys are 4 Speed.  Look at Cap compared to them.

I'm not trying to balance against somebody's home campaign.  I'm looking at published materials.  We can look at Quicksilver later, but I don't think he has a Speed advantage on Cap (as in actions performed).  I think he has a movement advantage on him.

Yeah he's got +4 speed for combat in the model I was suggesting.  How much faster does he get around on the battlefield than other characters?   Mobile characters like Iron Man get around all over the place.  Cap, not so much.  He can run fast, but he's not blazing around place to place like a speedster.  He's fast, but not superhumanly fast in terms of mobility in a fight.  Just high end human is my suggestion.  Stand him in one place and he acts much faster than nearly everyone else.  Have him run from one group of bad guys to another and he's just pretty fast.

Ideally I’d like to do several of these scene breakdowns, and eventually piece together some stats for these characters.

i think Iron Man, Quicksilver, and Thor all have a crapload of movement.  If Cap has 9” or Running and an 8 Speed, that lets him run at about 50 mph, which might be pretty close to what we’ve seen him do.  But Iron Man flies at jet fighter speed.  He’s got lots more movement and higher non-combat multipliers.

Sam Wilson: I need a new set of lungs. Dude, you just ran like 13 miles in 30 minutes.

Steve Rogers: I guess I got a late start.

Sam Wilson: Oh, really? You should be ashamed of yourself. You should take another lap.

[he hesitates for a moment before saying sarcastically]

Sam Wilson: Did you just take it? I assumed you just took it.

You figure he's chasing cars down in combat and not non-combat speed?  50mph is way faster than he's even remotely shown in combat, that's speedster-level movement.

No, I meant the " Dude, you just ran like 13 miles in 30 minutes" would be 26 mph.  If we say that's Cap's jogging speed (full combat movement but not noncom) then that works out.
