Of course, those republics are often very complicated (see elements of medieval Venice) and vary greatly in terms of who gets a voice (it is very possible to have a theocratic or military republic), and those bureaucracies are almost always Byzantine. Perhaps someone had once made it, in another world, another place, but it was here now, and there was a need.... this was a world where beings, mortal beings would need to adapt to survive, to create tools for hand (Or whatever) to do things better-faster-stronger-doubleplusgood while at the same time indulging in creative urges to bring harmony-bliss-optimal connectivity!
