Confused about Thermite Pellet II from utility belt.

Not exactly.

 

It will work each time someone enters the Area of Effect. If someone enters and sticks around, they also take damage every time the attacker has a phase.

 

So if I am SPD 4 and cast Wall of Fire at Segment 1 (saved a phase from last turn) and a ninja enters the fiery wall on segment 1, and another ninja enters on segment 2, and so on, all Turn, my Area of Effect may POTENTIALLY do damage every segment. But if I cast it on Captain Oblivious and he just stands there for a turn, he only takes damage on Segment 1 (when cast) and again on segments 3, 6, 9 and 12 (my phases with a SPD of 4.)

This looks familiar.  Did you get this from a build of the TASK FORCE superheroine Ladyhawk?

 

If it is, Lucius' explanation on damage accrual was what I had in mind when I designed that power, and how you should run it.
