Re: room filled with water I will "simply" buy a multipower with a slot for each effect you want the water to have in a given situation, like: Slot 1: Life support (diminished drinking) Slot 2: Major transformation nothing into water (create water for no specific purpose) Slot 3: NND RKA (create water in lungs) Slot 4: NND RKA area of effect (create a coherent bubble of water around several people) Slot 5: Blast (attack with pressurized water) And so on... Otherwise try buy: Major transformation nothing into water plus power skill (water manipulation) and hope the GM will permit it
