At the moment I'm looking help in building intrigue , political or otherwise.
Mysteries in a fantasy setting are fun they magic can complicate that.
If you are looking for inspiration check out the Hawk & Fisher books by Simon R. Green, the Beka Cooper series by Tamora Pierce, and the Chronicles of Elantra by Michelle Sagara.

Their is no 'official' rules about Concelable and/or Disguised Focus. My take on it is this: they don't increase or decrease the cost of the focus limitation itself. Obvious Focus are seen and noted as 'that is where the power comes from', while Inobvious Focus you cannot tell that the item is the power. Conceled simply means that it is hidden from view till used, but can be found. Once used, it becomes obvious what it is and where the power comes from. Disguised, on the other hand, is not obvious that it could be as the power use till it is used. Both cases, someone with knowledge of the item and what it can do will prepar for it, if he can. (The benefits and the drawbacks cancel each other out).
There are rules in the Hero System Martial Arts book sidebar page 262

Didn't DC have a group called the 100 (later the 1000) primarily in the Superman books?
