    A lot is going to depend upon the style of game you intend to run. 
     
    If combat is going to be the centerpiece, then OCV, DCV, PD (and rPD), ED (and rED), CSLs, PSLs, martial arts/maneuvers, Combat Luck, STR, DEX, END, STUN, and BOD are all going to be major elements for you to pay attention to.  If mental powers are going to be common, you can add MOCV, MDCV, and Mental Defense to the list.  SPD is always something to pay attention to.
     
    If your game is going to be more role-playing centric with heavy intrigue and espionage, then various skills (mostly based upon PRE and INT) will start coming into play.
     
    As someone who has tried a couple of times (unsuccessfully) to run some homebrew campaigns, the key things to figure out is IF and at what level you want to limit each of these elements singly and in combination.  For example, is have +10 OCV from 2-point CLS going to be acceptable in your campaign, or should there be a more than 1:216 (3 on 3d6) chance of a character missing on any given attack?  Figuring out what things combine and in what ways is going to be important to maintaining a game that is fun for the players and doesn't create a ton of work for the GM to come up with ANYTHING that will challenge the PCs.  From my experience, pay attention to OCV, DCV, CSLs (for both OCV and DCV), as well as any martial maneuvers a character has.  I've found that the combination of OCV and/or DCV with CSLs for a character were fine, but when martial maneuvers were thrown in, it became significantly harder to challenge that character (player).

    I mean why even care what it was originally "intended" to simualte? Even if you can figure out the intention unambigiously (wich is a big if), how it is used in practice seems way more important.

    I work in IT. Our higher-ups require all work to be documented on a ticket.
     
    There are some people for whom I will make a ticket and then fix their issue. These are usually the folks who are the easiest to work with, and who generally make their own tickets most of the time.
     
    There are some people who I will ask to make a ticket while fixing their issue. These are usually folks who I know will actually make a ticket, or folks that I give the benefit of the doubt that they will.
     
    There are some people  who I will ask to make a ticket before fixing their issue. These are usually people who failed to make a ticket when I asked them to before, or folks who feel that they should somehow magically jump to the front of the line by calling the office, catching me when I'm running around the building, and so forth. They also don't understand why I don't give them my work cell number*. A subset of these people are the ones who wait until the last minute to schedule something that could have been done in advance, but is now an "emergency". They then get the standard message that we must fix the stuff that's already ticketed in our queue.
     
    There are some people who go out of their way to force a situation where you must help them *right now*, to the detriment of everyone else. The organization's too big for me to go to the CEO, but I can go to a Director or General Manager (or, better yet, their Administrative Assistant--never underestimate just how much power they possess).
     
     
     
    *One bright fellow took it as a personal challenge to get my work cell number. He got it,  used it twice, and after I fixed the issues, I had a wonderful talk with his Director's Administrative Assistant, and then his Director. He has not called it again.

    Per the lyrics explanation at genius.com, it’s a reference to the first line of the song, in which he depicts his life as a lonely tower under gray skies.  Something like that. Anyway the point of the song is that the girl is a spot of light and color in his otherwise dreary and hopeless life.

    I disagree. 
     
    Granted, it's a limitation, sure. 
     
    But look at the power builds it gets applied to.  Shrike posted a 30 DC Killing Attack above. 
     
    I don't know what the parameters are for the campaign from which that spell is pulled, but I can absolutely _guarantee_ that a 30 DC Killing Attack _will_ kill every living thing in any fantasy campaign I have ever run, including dragons and lesser gods. Given this, I'd have a hard time assigning it much more than a - 1/2 (again, in that particular world). 
     
    I am _not_ looking to derail an interesting thread, but it bears mentioning that the book value for limitations is not particularly helpful without a published game world that includes some guidelines, limits, averages, etc. 
     
    Otherwise, we are left to extrapolate from the values given.  In the spell Shrike posted, we're looking at a seriously high-powered world where we can expect a 30 DC attack to kill outright only 1/3 of the time.

    Whatever you built, it can not be put into the sight group.
    Invisibiltiy like all Sense Affecting Powers (unless Limited) affect a whole Sense Group by default.
     
    That makes it both expensive and quite possible
    That is the way you have to go.
     
    Now if you asked for something like Fearie Fire, it would be actually hard to simulate.

    Again, what significant character was killed "on screen" by Avada Kedavra?  James Potter was killed offscreen, which is really just Harry's background.  Dumbledore, but he went voluntarily.  Many attempts on more major characters, all of which failed (missed - or we interpret "anyone who does not die due to their defenses was missed").
     
    To be true to the source material, it must be pretty easy to dodge or otherwise avoid the Curse, at least if you are an important character.

    The appropriateness of insta-death is largely dependent on the setting you're playing in and to a lesser degree the availability of ways to recover from death.
     
    Can you be resurrected by way of powerful and rare magics?
     
    Can Scotty restore you from a recent backup in the transporter buffer?
     
    Did you have clones 2-7 on standby and a neural transmitter keeping them current?
     
    Also, in some campaigns a high lethality level adds to the suspense.  Fights are scary and things to be avoided when possible.  I recall Danger International being reasonably terrifying because a single bullet to the head could be the end of you.
