The only Cyberpunk related adaptation I know of is Shadowpunk (that is homebrew mix of Shadowrun and Cyberpunk). Just search for Shadowpunk Hero System and you should easily find the adaptation. It's for 5th edition and I believe the latast version is 0.91.

There's an adaptation of Harmonious Jade on Michael Surbrook's Page (http://surbrook.devermore.net/adaptationsrpg/EXjade.html). It's for 5th edition, but can still give you some good ideas. An some more ideas on a previous thread on this forum:

Hero System Bestiary page 483 has the Constrictor Snake. The relevant parts are basically: Coils: +15 STR, Only With Grab And Squeeze (-1) and Physical Complication: Very Limited Manipulation (Frequently, Greatly Impairing)

Actually, both Champions Powers and the Hero System Grimoire have powers that create food and water from nothing at all by using ' Life Support (Diminished Eating: no need to eat or drink), Usable Simultaneously', going as far as saying they can divide the food as they see fit (with GM's permission of course. So I believe Lucius' build and reasoning is actually correct. Also Grimoire has a power called 'Putrify' built as 'Minor Transform 3d6 (edible food and drink to spoiled food and drink, heals back through another application of this spellor another appropriate spell)' that I believe can be tweaked for the OP's purpose.
