Dark Champions seems to belong to that 90s-Anti-Hero era more than anything else.  The Rob Liefeld staple of a guy with a buzzcut, 5-o'clock shadow, and angry scowl, heavily muscled arms and 6-pack abs, toting an arsenal of guns while dressed in black and/or camo.  He'll kill the 'villains' but isn't really any better than they are.  The Punisher is the first and best-known example -- and he was supposed to be a Spiderman  villain.  In the 90s (and look at that 1993 publication date!) that was considered Edgy and "mature" when it was really just nihilistic.   Lobo was created as a parody of them, Deadpool started as one, but quickly became the insane 4th-wall destroying clown that made him stand out.

The expansion to cover action heroes is a good thing, IMHO. Without it, it would be nigh useless

    THE GOAT

Ever since he was cursed by a mischievous witch 'hero' who caught him in his first bank robbery with the head of a goat, Gordon Atleigh was determined to make sure the GOAT would be 'greatest of all thieves', and not, well, goat.  He ended up a ruthless killer and rose quickly in Mafia ranks, becoming of of Hudson City's Family leaders gathering a group of unique outcasts with him to form the heart of his 'business executive committee'.  He is always impeccably dressed, the leader and mastermind of heists, murder for hire, protection rackets, and illigal bookies in his territory.

William Rodrigues is his chief bodyguard and physical muscle.  20 years ago, he was an up and coming boxer, but took money to fix games. In spite of looking like an aging bodybuilder,  he can still hit someone like a ton of bricks (STR 25) and he is a marksman with pistols and submachine guns

Crystal Sami claims decent from an Egyptian priestess from the times of the Pharaohs and gypsy fortune tellers and wears an outfit to match.  Skilled at magic and divination, she is his other bodyguard, protecting hin from mysical attacks.  She thinks of him as an avatar of Set, and he does nothing to make her think otherwise

Annabel and Ravenna Huron: Gordon's twin femme fatales. Both sisters, he elevated them from street hustles to the top of the international crime scene. They work as spies and assassins, or as hostesses for lavish parties as Gordon needs.  Both revel in bloodspray, but tend not to stick around for stand up fights, preferring amushes, sniper shots, and poison to direct confrontation, but capable of holdinfg their own long enough to escape.

The Webley-Fosbery Automatic Revolver is a rare gun that is perfect for a unique Pulp hero gun.

The Webley–Fosbery Self-Cocking Automatic Revolver is an unusual, recoil-operated, automatic revolver designed by Lieutenant Colonel George Vincent Fosbery, VC and produced by the Webley & Scott company from 1901 to 1924. The revolver is easily recognisable by the zig-zag grooves on the cylinder.  It was made in 6-shot Webly .455, and in 8-shot .38 calibers.

The Webley–Fosbery is a recoil-operated revolver. It has three functional sections: the barrel and cylinder section, the lock and hammer action, and the frame which houses the trigger, recoil spring, grip, and safety.
The process of opening, emptying, and loading the Webley–Fosbery is identical to all other contemporary Webley revolvers. A pivoting lever on the side of the upper receiver is pressed to release the cylinder-barrel section, which tilts up and forward ("breaks") on a bottom-front pivot, simultaneously ejecting the contents of the cylinder chambers. Once loaded the section is tilted back to lock closed.

Once loaded the Webley–Fosbery is cocked by pressing the entire action-cylinder-barrel assembly as far back as it will go, using the free hand. An internal spring then brings the assembly to ready position.
When the action-cylinder-barrel assembly moves back, either by hand-cocking or recoil, a pivoting lever connected to the frame cocks the hammer while a stud on the frame rides in the zig-zag grooves on the outer cylinder, revolving the next chamber part-way to ready position. When the internal spring brings the assembly forward the stud revolves the cylinder completely, and the chamber lines up with the barrel. Neither pulling the trigger nor manually cocking the hammer alone rotates the gun's cylinder; the entire assembly must be cocked to ensure that a chamber is properly lined up with the barrel.

The Webley–Fosbery is intended to be carried at full cock, ready to fire. The revolver therefore has the unusual feature of a safety catch, which is found on the left side of the frame at the top of the grip. When disengaged the safety lies horizontally along the frame; it is set by pressing it down, which cams the upper assembly slightly backwards, disconnecting the hammer from the sear. It can only be set when the pistol is cocked.

This is the Gun that shoots Sam Spade's Partner in both the book and the 1941 movie of The Maltese Falcon (the movie writer didn't know the gun and assumed the 8-shot meant it was  a.45 automatic).
Its available in Battlefield 1 as the 'automatic revolver'
And its the gun used by Ange Le Carre in the anime Princess Principal

I see the license as a SOCIAL use.

A driver's license is a 0-point perk. you don't get anything special with it.  Lack of one might even be a complication/disad in several campaigns

But being a licensed physician gets you the access to things you wouldn't otherwise have, like medical records, or 'Let me through, I'm a doctor', or the right to charge money for your services.  the skills mean you have the skill, the license means you have the social perks that come with being a doctor.

Arthur King was always teased about his name, growing up as he did in Glastonbury in the 1920s and 30s.  At the start of World War Two, he joined the RAF and qualified as a pilot.  During a training mission,  Lt. King crashed his Spitfire in Dozmery Pool.  Trapped in the plane, he sank beneath the lake.  To his surprise he awakened on a fog-shrouded island being attended by a beautiful woman in a white dress.

"Arthur, you have indeed returned in England's Greatest hour of need, brought to me by the wings of Merlin.  As before, you shall lead England against a terrible foe to the East."
The picture here is of Arthur, now the Superhero The Pendragon, emerging from the Pool just before his flight to Dunkirk.

HE would go on to stop multiple supernatural Nazi menaces.

Background Kuroko is a Level 4 esper and a student of Tokiwadai Middle School, as well as a member of Judgment. She can usually be found accompanying the third-ranked Level 5 esper Misaka Mikoto — her best friend and roommate. Kuroko is a girl with tawny hair tied into two curly pigtails; the rest of her hair is left to hang as two rows of fringes divided in the middle. Her pigtails are tied in place by a red bow each. Her hair is naturally curly and as such needs to get a straight perm for it.
At only 152 cm she isn't very big and with a flat chest her appearance is the usual appearance of an average girl at her age. (Her 'striking appearance' talent is more attributable to her brash personality)

As per ruling of both Academy City and Judgment, she wears the uniform of Tokiwadai Middle School and the Judgment armband though the latter only during on duty. On her thighs, she secures a pair of black straps where she stores the metal spikes used to secure criminals.

Kuroko is a first year student from Tokiwadai Middle School. A year before she entered the prestigious school, Kuroko joined Judgment, a special public committee group whose duty is to maintain peace and order in Academy City. The first major case she handled (along with Uiharu Kazari and Konori Mii) was the arrest of a bank robber who can use the esper ability Equal Speed. Despite her young age, she stood up to the much older esper and was beaten up in the process, although a particular bolt of lightning saved her from imminent danger.

In April of the current year of timeline, Kuroko enrolls into Tokiwadai Middle School. She later falls in love with Misaka Mikoto, calling her "Onee-sama" (big sister), and then forces her way into her dorm, evicting Mikoto's roommate. The both of them later get punished for this act, but Kuroko stays as her roommate regardless.
Personality Kuroko can be described as a "girl living in the future". She is used to the world 30 years from now portrayed by Academy City and is ignorant to the customs that present-day Japan still practices, like the "love umbrella", which students usually use to link their names to the name of their crush, and the conventional technology outside Academy City.
Aside from being a girl with a modernistic outlook, she can also be blunt when giving her opinions, and this has caused her to be at odds with her Judgement partner, Uiharu, once. Another distinguishing characteristic of Kuroko is her feelings of romantic love towards Mikoto, which she is extremely forward about. This casues Mikoto no end of discomfort. In the ongoing Railgun manga her affections appear to be genuine and that she is truly in love with Mikoto. She even allows herself to get severely hurt in order to do what she can to help Mikoto. She is regarded as Mikoto's best friend.

Although usually laid-back and friendly, Kuroko portrays determination and confidence in her own abilities when she encounters enemies, even to those whom she knows is more powerful than herself. To her credit, she is an honorable girl who keeps her word, is kind to children, and shares with Mikoto and Touma the same ironclad sense of justice that makes neither of them ever back down in the face of adversity. According to a particular rumor concerning her and Mikoto: "There's this horrifying teleporter in Judgment who'll tear apart your body and soul if she catches you...and there's another that rules over even that teleporter's body and soul - the strongest Electromaster," although Kuroko had no knowledge of this rumor until a robber she took down told her about it.

Kuroko can be close-minded at times refusing to believe in urban legends without any concrete evidence and even then it will still take some time for Kuroko to accept it. Examples include the boy with the power to make other powers stop working, despite knowing him personally and it was not until when she saw the effects of the Level Upper that she began to suspect it and even than it was only after seeing it a considerable amount of times. Kuroko doesn't seem to like the idea of Gemstones, believing that such a phenomenon couldn't be possible without the Power Curriculum Program.

In her Japanese conversations, Kuroko has the habit of ending the determinative sentences with the auxiliary word "desu-no", instead of "desu" in standard Japanese language, this can be considered a verbal quirk
