Actually had this character (who hasn't) and handled it like this:
20" Teleportation (bought straight)
20" Teleportation (0 End, Fixed Trigger (Performed Half T-Port/Attack))
The character would make a 'half port' of up to 10", and activate his triggered power (choosing a spot within range of his destination hex). After he t-ported and attacked, the triggered t-port would activate, and he would do another 'half port (againt 10"). The character still only did half his t-port movement max (20" out of 40"), but got an attack in half-way. Basically, the port equivelant of a move-by (but better OCV/DCV) and no-multiple-move-by.
