I think if you look through TE and STK you'll find that ship weapon systems don't have range modifiers. That's left up to the targetting system that is purchased for the vessel. I believe in TE the standard targetting systems are written up as +4, +8 and +12 vs. Range Modifier but, of course, you can make them whatever you want.
 
As I understand it, the scale is 1" to 1", so a Dreadnaught wouldn't even fit on your standard battle mat. However, how much maneuvering and jinking is one of those ships going to do during a fight? Is it important to have them on the map at all? Capital ship to capital ship battles are basically slugfest where they hurl as much of their battery at each other as they can. range isn't really a factor considering the DCV penalties for size as well as the targetting system PSLs.
 
Obviously, fighter combat works better on a battle mat. Given the average SPDs and Flight of most fighters from TE, you can very easily dogfight at the 1" to 1" scale, or at least make it a 2 for 1.

I'm not sure I understand what you mean by "either" roll. If a character attempts a Grab and misses, he's never going to get to the "Throw" stage of things in the first place, so the Throw rules don't come into play. Only if the character has to make an Attack Roll with his Throw -- either to perform it at all, or if he's trying to hit a specific target with the Thrown character/object -- are the "miss" rules going to come into play.
 
If what you're asking is, "Can a character Throw a Grabbed person in an effort to hit another target (such as another character or a specific hex), miss that target, but still inflict Throw damage on the Thrown person?", then the answer is "No." There aren't any provisions in the rules for that; a miss is a miss. The GM could alter that if he likes, but generally the rules don't let a character miss/fail and still obtain some measure of success.

Okay, I've had this freaking cold for over 2 weeks now and I'm starting to get pissed off. It started in my chest which caused so much coughing that it strained a muscle in my lower back. Then it moved up to my sinuses as the cough faded. Soon after it moved up to my ears and they are now totally clogged... oh, and it moved back down into my chest again too. Yay. Yay, I say. Did I mention I was sick my entire vacation?
 
If my ears aren't better by next week I'm gonna be in a world of hurt when we fly out to Indy for Gencon.
