The Academy Of Magic makes it's appearances in in selected states where children with mystic potential can be found.
Case in Point: The Academy opens a branch in Ravenswood Academy in Med City, Capitolis, Churchill City and Queen city( Charlotte) in North Carolina.
Also in select cities in New York, New Jersey, Georgia and of course Washington DC.
The Court of Dreams, the Soldiers Of The Moon, and the Glitter Force are all trained by Members of the Council BTW.

How about a 6e version of HTML HERO for those of us who want to make their own PCs but don't have the convienience of HD.

At the time there was a definite "cool" factor to seeing Champions superheroes and villains in comic-book form. In the mid-to-late 1980s tabletop RPGs were a much bigger hobby than they are today, and Champions was the most widely recognized superhero game. Particularly cool were the various featured characters given Hero System stats at the back of each issue. But objectively speaking, the writing and artwork were overall unexceptional for the era.

Since all of the sailor senshi have similar characteristics, transformations, skills, and disadvantages, creating new ones is fairly easy. Sailor Earth's gymnastics skills are taken from an article in Power Point #16 that I printed out in June of 2001.
Sailor Sun's, and Sunspell's, powers are taken from the "Solar Spell Package" in the third chapter of The Ultimate Mystic. I chose Solar Flare (a sight group flash), Sun Bolt (an energy blast), Solar Ward (a force field), and Sunlight (a light spell). All have an OIF. Sailor Sun's is her tiara and Sunspell's is the ring she transforms with. Additionally, Since Sunspell is surrounded by faerie fire in her heroic ID, some of these might change the faerie fire.
I also have the names of the sailor senshi. Sailor Sun is Mike Danvers. Sailor Mercury is Amy Anderson. Sailor Venus is Marcia Adams. Sailor Earth is Tracy Mitchell. Sailor Moon isSerena Thomas. Sailor Mars is Akiko Tanaka. Sailor Jupiter is Leta Kline. Naru Osaka, Sailor Moon's buddy in the original series who knows her identity and doesn't care is Nancy Martin.
Don't forget the outer sailors: Sailor Saturn,Sailor Uranus,Sailor Neptune and Sailor Pluto.

Let's mot forget there are other Magical girls in Ravenswood's Academy of Magi that is hidden in one of the classrooms.
Such as the Glitter Force [aka Pretty Cure], The Puella Magi,[Modoka Magica] and the Mystic Quintet [ Yuka Tuna is a Hero]
Plus there's Apple seed High's Hero Program and the Ultra academy in Japan[My Hero Academia].

Lord Blight and Water Baby do not really fit into this description but then we did not have this info to begin with. But in truth I would not have felt bound to this anyway.
But they both are linked to DEMON and are possessed by demons --don't forget that!

The Return Of Quetzalcoatl Confronts the the heroes With an unique apocalyptic scenario in which the nature of the threats facing the Champions universe and the allies attempting to save it are blurred at best. Disasters wreak havoc across the Earth while violent warriors from the past reappear as guardians of monumental temples. Weirdest of all ,a meteor brings with it an giant winged serpent. but is this being an alien or a god ,a friend or foe?
Soon ,scholars,armchair archaeologists, and New Age Spiritualists all identify both the warriors and the temples as being of the Ancient Maya dating from the Classic period and the
serpent as the god Quetzalcoatl. For some, like the Circle, this provides further reason to trust them, while others like the CIA, the KGB, PRIMUS,UNTIL, and others,only become more suspicious and distrusting,not to mention outright hostile. Of course, a lot of people have trouble accepting the existence of feathered serpent-god so there's some Cognitive dissonance going on.

Don't forget the Court may have some evil foes who use dark magic ,like Tyranon the Conqueror, Ist'ava V'ahnn, Skarn the Shaper
and teams like the Warriors of the Scarlet Moon and the Coven Of Nightmares, Both versions created by DEMON and The Circle of the Scarlet Moon.

The GM also must make the PC or NPC villain as believable as possible look at all the movie serial villains created by republic pictures or WB in the 1940's and 50's

Dreamstar's equivalent is Knight Terror. Given a knight's black armor studded with broken godstones of the godstone based magical girls it has killed, it has no magical abilities of it's own, but is extremely anti-magical in nature. Nothing the Court of Dreams can directly cast upon it can affect it.
Unless it's his arrogance that dreamy can exploit or his chivaric honor which can be used against him.

Info on the COVENS----
Although they are both in agreement in aknowloging the COURT as their enemy,both groups are differing in how to create their COVENs .
DEMON decides to Unleash demons that can gendermorph Possessed females into males[see above examples], The Circle empowers young female deciples with Dark Sorceries to counter the Godgems of the Court and their Knights endowing them dark magics powerful enough to match them.
But will their powers be enough to battle the Court's Allies?
Fortunately for the Court, both covens have a Archilles' Heel---- The inabilitiy to work together as a team. DEMON's Coven GB villians each have enormous egos while the Circle's all female coven each have a seed of jealousy and vanity, weaknesses that the Court can easily exploit to their advantage.

In their many decades of rivalry there is the one team that both DEMON and The Circle of the Scarlet Moon have in common to hate: The Court Of Dreams!
for years these rivals in evil competed in endeavors of demonic evil for world domination only to be thwarted by the seven maidens of order commissioned by the Trismegiestious Council,despite attempts at assassination and abduction plus continued attempts at mystic extortion. The only way to destroy them is to create a team of witches to match each member of the Court starting with a leader who can match Dreamstar magic for magic.

The group wants to play a team of pathetic 'super' heroes. Similar to the Inferior Five or Mystery Men. We found a GM who is willing to run it for us even though we have a lot of players. The group consists of several reject heroes who have banded together. Some of the names are a bit insensitive but the not overtly so. The theme is that all the real heroes have disappeared and we are all that is left to defend the universe.
So far we have:
Retired Man: An aging Batman.
Special Ed: An underwhelming average guy who is kind of good at dirty infighting.
Dogface: A scrawny werewolf.
Bulky Boy: A fat guy with a little bit of strength.
Hillbilly: A dumb hick who has combat skills and an axe handle.
Powder: A magical elfish girl who creates dust with varying properties.
Blue Man: Yep. A blue guy who duplicates into three blue guys.
Ditzy: A really dumb pretty girl who has no abilities aside from dumb luck.
Guy in Charge: the leader who has a really good ability to strategize. He is physically disabled but has the power of near total invulnerability.
I'd try THE SCREW-UPS
That would be a good name that fits them
You may want to include a super bimbo type to the team, a real busty beauty but total airhead.

ATLAS: Villainous Organization lurking within a legitimate front called PROMETHEOUS.
Membership includes:
PEACEMONGER [Leader]: Half cyborg half human, All schitzo Founded ATLAS as well as discovered the Q'rymm Effect that created the three founders of TEAM ALPHA's silver age team.
Virturoso : Mind control via music instruments,attempted to control the original DREAMSTAR via his powers but awakened her prematurely giving her psi powers as well as enhancing her magic abilities.
Reflex: Mobster with stretchable powers. Atempted and successfully abducted the Davison brothers ,contributing to their enpowerment via the Q'rymm effect.
ECHO: Psionic Terrorist with sociopathic tendencies. Recently attempted to to destroy the Court of dreams for revenge from what the Davisons did to ATLAS. Now in the DREAMSPACE,imprisioned within the Black Labrynth along with the Boogyman and Lady Fear.
UBERMAN: Slacker brick who betrayed ATLAS after being convinced by Logika that what they were doing was evil beyond compare. Now on Probation from PRIMUS and ARGUS working his sentence as a hero with secret identity.
DEVIANT ALPHA: Q'rrym powered zombie with an appetite for brains, Destroyed when attempting to absorb NEON's Extradimensional Q'rymm Field during battle on ATLAS moonbase.
JUGGERNAUT 2.0: Upgraded version of the juggernaut Armor created in 1947 by Dr Klinkenhausen. Its radioactive power source was replaced by a cold fusion power pack and reinforced with a Titanium/Questonium alloy and armed with the latest in superweaponry, whoever wears this may become the most wanted supervillain in the US.
