    Based on that note, might be easier just going with +2 OCV

    Not that much more, really. I like it for simplicity.

    Is this 5e or 6e rules? Either way, the construct is illegal under RAW, UBO has a specific mechanism for affecting multiple targets and how close they can be to you. Just for instance, affecting 64 people with UBO would need the base UBO (+1/4) Ranged (+1/2), Usable simultaneous (+1/2), 6 doubling of target (+1 1/2) and probably LOS Not Needed after Initial Use (+1/2).  So something like:
     
    Teamwork, 12 + (Dex/5): 38 AP (using above advantage values) 
     
    You still need Line Of Sight to grant the power.
     
    Alternatively, you might convince a GM to let you buy it UBO (+1/4), Usable By Nearby (+1), Megascale (+1/4). This would grant the power to everyone, but it is still controlled by the grantor. It is more limited in that you could only coordinate attacks with the group that are a target of the caster, essentially (it is a single power, controlled by a single character, with the effects granted to a group). I don't know if that fits your needs and it is on thin ground legally, but it might work.

    Another way to think about weapon systems is to simply scale up personal weapons by adding the "class size" to the DC of the equivalent personal weapon.  So if your blaster rifle does 3d6 KA, the main blast cannon on a Size 15 light cruiser do 8d6KA.

    I think 11 is the break point at which it gets better to buy Defensive Attack? DCV 9 or 10 is a wash. 8 or lower it is better to buy DPSL, either cheaper or better DCV result or both.
     
    At 11 base DCV:
    Defensive attack is 10 points which gets you -2 or 9 DCV.
    10 points of DPSL's gets you +5 DCV for purposes of halving or 16/2 = 8 DCV.
     
    At 10 base DCV:
    Defensive attack is 10 points which gets you -2 or 8 DCV.
    10 points of DPSL's gets you +5 DCV for purposes of halving or 15/2 = 8 DCV.
     
    At 9 base DCV:
    Defensive attack is 10 points which gets you -2 or 7 DCV.
    10 points of DPSL's gets you +5 DCV for purposes of halving or 14/2 = 7 DCV.
     
    At 8 base DCV:
    Defensive attack is 10 points which gets you -2 or 6 DCV.
    10 points of DPSL's gets you +5 DCV for purposes of halving or 13/2 = 7 DCV.
     
    At 7 base DCV:
    Defensive attack is 10 points which gets you -2 or 5 DCV.
    10 points of DPSL's gets you +5 DCV for purposes of halving or 12/2 = 6 DCV.
     
    At 6 base DCV:
    Defensive attack is 10 points which gets you -2 or 4 DCV.
    10 points of DPSL's gets you +5 DCV for purposes of halving or 11/2 = 6 DCV.

    I've been doing the no point cost thing for a while, in superheroic settings.
     
    I will actually push it into territory that comes close to buying powers. The logic works like this:
     
    If the Batmobile is basically a sportscar with a fancy paintjob, it can be bought with money, and is worth zero points.
    If the Batmobile is basically a magic box that allows Batman to get to where the action is, it is a GM convenience, and is worth zero points. This is not affected by all the neat things it can potentially do.
     
    Similarly for the Batplane. I don't care about its stats or point cost, if its actual function is to get Batman to the action occurring in Tierra del Fuego, where he will land, get out and walk. It's convenient for the GM as much as for the player.
     
    The same for Wonder Woman's Invisible Plane! On the other hand, she probably is a bit more likely to use it tactically, so maybe she should buy a bit of limited flight to allow that.
     
    Naturally, zero point stuff can be destroyed/taken away at the GM's pleasure, so it's not wise to abuse its availability.

    As someone once said a long time ago on the old Red October BBS, "Silly wabbit, points are for players." Don't worry about the point cost for this; in fact, I don't think you even need a power-based write up at all. A purely descriptive one will do.
     
    After all, since there is no treatment/cure for this, I'd say there's no point in going through the effort to work up all the Hero System mechanics that will be involved. If a genestealer hits with this attack it is, as you say, "game over" for that PC, and you might as well just tell the player to hand over the character sheet right then and there. What happens thereafter is purely narrative and not really subject to further game play, unless you want the player to roleplay the withdrawal from the society, the finding of a mate, and the raising of his or her hybrid offspring. But that's just asking the player to play (what has become) an NPC at that point, right?

    Actually, this is an insanely cheap power.  You just have to take your time.
     
    1d6 Severe Transform, Damage over Time  +1; 32 charges, +2;  Targets defenses only apply once,+2;  one charge/day , -3; 30 active points. Tack on your limitations and you've got something in the neighbor hood of 10 real points.

    Just tossing my $0.02
     
    Basic Sight: Discriminatory enough to individually id people.  However, this level of discriminatory is inherently inconsistent.  A witness might not be able to id a person from a set of similar looking people.  A person looking at two twins might not be able to tell the twins apart.
    Sight with Discriminatory: Their sight sees enough differences to prevent mistakes just basic sight might mess up.  They would be able to distinguish between two similar looking people (i.e. identitcal twins).  It might be able to infer traits based on the details.  Ex: Twin #1 has been around some type of fire since ash is seen on their jacket.
    Sight with Analysis: Their sight sees more than just differences; it can detail enough to give accurate insight into traits.  Ex: Twin #1 has been around an open paper fire.  The ash on his jacket could be from cigarette ash, but the texture and consistency of the ash is more inline with paper burning.

    As you say, eyesight already has discriminatory built in, but I like the idea and here's how I'd run it:
     
    Watch the TV show Sherlock or the Downey jr Holmes films, not so much for their accuracy to the character and stories, but for how his perception and ability to pick up clues is depicted.  That's how I'd treat it, a sort of super-perception that picked up information better than those around them.  You see blue eyes, he sees certain patterns of blue that are distinct to a kind of genetic condition.  You see a raincoat, he sees stains from a kind of mud and a pattern of wrinkles that indicates sitting for a long period of time.  Discriminatory Sense on eyesight for humans allows easier and quicker gathering of information that is technically available to everyone, but only really noticed by the person who bought it.

    I generally play the NPCs as written in the books, so Takofanes was not tweaked down. The PCs as a team could do enough damage to hurt him (and could even be classed as Avengers-level at 700+ points each). The players are quite capable when it comes to dealing out damage and taking it, but PRE is an area some are a bit weak in. While two of them have 40 PRE plus some bonus dice for things like Reputation and Striking Appearance, the other two are in the 20-30 range. They're fine dealing with the likes of Eurostar, but If Doctor Destroyer glared at those two, they would not be able to meet his gaze.
     
    They did get breakout rolls, but by then I had plenty of time for Takafanes to do his Emperor Palpatine impression on the supermage and turn him into an undead horror. "Arise, my young apprentice," and all that.
     
    Those that ran away are dealing with a bit of PTSD now, and I was reminded of old Call of Cthulhu campaigns from back in the day.
     
    The PC wears a full-body costume and mask, so his change in life status is not readily apparent. Takofanes left him his free will for the most part (since he's arrogant that way), but he can call upon the PC's services when he wishes. The PC now has a quest to find the phylactery holding his soul and get back his full freedom.
     
    I was just surprised at winning a battle without a single shot being fired.

    I would go with CRTaylor said, especially given that the original poster mentioned Darth Vader. The NND just KO's them eventually, doesn't stop them from attacking and once they're at 0 Stun, cannot kill them.

    I think a better way to handle it would be to have Survival at a base roll work wherever, and at a lower cost work only in some areas.  Reducing utility should cost less, not more.

    How did you come up with your 'handle' (forum name)?
    g3taso stands for G3 (Operations) Terminal Area Security Officer, which is military parlance is someone with specific duties in a military SCIF (Secure Compartmented Information Facility). I am a vet, and this handle came from when I was in service.

    D&D, of course. Still have the Bloodstone Wars modules.
