I'd personally go with "1 pip and 1d3 count in all ways as if they were results from 1d6". A 1 is no NDB however you come about it, a 2 or 3 is one NDB no matter how you come across it. Consistency makes everything easier on newcomers.
If this means 1 pip penetrating isn't penetrating, fine. A minimum cost threshold isn't a bad thing.

Not true. Read the rule on Penetrating:
That seems counter-intuitive - a 1-point Penetrating KA is better than an half-die KA. But it is spelled out specifically.

It's not efficient against people, you're better off with a AVAD RKA that Does Body if you just want massive BODY counts.
What your construct does do cheesetastically well is shred focuses. Each hit that deals BODY removes a power from the focus, so a decent roll will outright obliterate any breakable focus without Hardened defenses.

In all seriousness, though, if your hero is the only one this railgun launcher works for, then buy it on him with an OAF Immobile, 1 Recoverable Charge as dsatow mentioned. If not, then the base will need Leaping (10m), Usable by Other, Megascale (1m=1km), Accurate, extra prep time (30 seconds), OAF Immobile.

I have done a few module conversions on my website from AD&D (and Warhammer Quest) into Fantasy Hero. They are kind of rough but playable quick converts. I have done the following:

U2: Danger at Dunwater
U3: The Final Enemy
G1: Steading of the Hill Giant Chief
G2: Glacial Rift of the Frost Giant Jarl
B2: Keep on the Borderland
I3: Pharaoh
A1: Slave Pits of the Undercity
I have work started on A2, I4, and G3, to continue and finish those series, but are there any other modules people would really like to see? Hint: I don't care to rebuild any of the S series.

How did you come up with your 'handle' (forum name)?
Stelknecht was the first Mud character I made, on Medievia, about 20 years ago. I adopted it as an online handle, and (to my delight) have rarely found others using it. Often enough to be annoying, but not frequent. Never used it as a P&P character name, though.
What was the first tabletop RPG you played?
Red Box D&D, of course, which I just realized, almost exactly date checks every one of us who admits that.
What was the first tabletop RPG you GMed?
Same as above.
What are you currently playing/GMing?
A D20 Modern game based on Dies the Fire, by SM Stirling, and previously, a few pathfinder oneshots. I'm trying not to scare this new group before I gently try to introduce them to point buy systems, like Hero or GURPS, both of which I prefer vastly to D20 in any ramification (I just don't like the die). Hopefully a Hero system is a good intro; super heros are fun. Played a TON of champions back in the early 80's; was my go to for almost any genre.
