When building a Naked Modifier for a Martial Arts maneuver, how does one determine the Active Points the NM affects? I had used the AP in the character’s STR plus the cost of the maneuver, but it was opined that one should actually use the maneuver’s Damage Classes to figure the Active Points that the NM affects.
