    In this situation, I don’t think either of your suggested methods is the way to go. Since the gadget in question is a Suppress, it needs END to continue to function. Take the Advantage Uncontrolled for it. When the character uses it, he feeds in however much END he wants to use. When that amount of END is used up, the device stops working, or falls off, or what have you. Given the special effect, if someone found it before the END ran out he could try to remove it, and the GM can decide how easy that is. Thus, in essence what’s going on here is that “sticking to the target” becomes a special effect of Uncontrolled.

    You may want to get some of the 5e books that never got full conversions to 6e before the economy slowdown.  The vehicles are a good example. POD 6e Skills is basically the same as 5e Ultimate Skill. Either are good buys. Dark Champions has a few things/rules not in the Equipment Guide.

    Ok so essentially I have a power with a time limit that is set for up to five minutes let's say and has an RSR that is one minute plus one minute per extra point 5 minute max which is whatever the book says it is not important for the discussion.
     
    I want to limit the number of uses based on time so you can use whenever you want in an area or on a person but can't reuse it for let's say one hour.
     
    The only way I can thing of this is buy Damage over Time at +1A then don't buy any extra uses (so only one use) and then buy it with a -2 to the calculation every hour.
    This is a -1L which the rules might require I make it a +1/4A minimum (can't remember).
     
    In that case since the point is not to have multiple uses of the power but to limit its use on any one area (let's say its an AOE) to no more than once an hour even though it lasts no more than five minutes I will house rule the limitation can be applied as normal.
     
    Other than that is this legal and if not is there another way that one could do this?  Not sure.

    There is a Limitation for doing this. It's called Delayed Use, and you can find the rules for it on page 162 of Fantasy Hero.

    Well, I've "skimmed through" most of them. Wowzers. I remember reading and making (or trying to) a character for Champions (I think it was the 2e book...it was back in the early/mid 80's iirc). I remember the difference between "Stun" and "Killing" damage and thinking to myself..."That's a pretty cool idea...hmmm...". One thing I did notice...I can't believe I forgot a couple books I wanted! O_O  I just now (last minute or two) ordered Ultimate Base, Champions, Champions: Universe, Champions: Powers, and Champions: Beyond. I generally like more "simplistic, fast n' furious" style systems for my comic book RPG's, but I am also a sucker for 'em. I own a LOT of different super hero systems, and Champions was sorely lacking. Well, that' problem's fixed now! Should have another box or two showing up in a couple weeks (...and what's another $260, right?...  ).
     
    Anyway...this summer I think I'm going to run a "HERO System" campaign. Better to have more books than I need than need more books that I have!

    I think you’ll really enjoy Champions Powers. I do! You can use that for a lot of ready prebuilt powers to jump start character creation.

    Well, in the US Navy, they do it by having "cleaning stations" every morning, where everyone not on watch spends an hour cleaning their work spaces, berthing spaces, and the passageways outside them. It's taken as given that sailors need to have tons of busywork to do.

    Oh, in THAT case it's easy. You just store all the characters you're not using in quantum non-observational limbo until they're relevant to the story, at which point they spring back into full existence when the camera points at them.

    Up until a few years ago, the Hero Games website hosted a wide variety of book excerpts, supplements, and game aids for free download. However, with the most recent website upgrade, most of those items were considered not resource cost-effective to maintain, and were discarded. As a result most new Hero gamers are unaware they ever existed; and even some of the veterans may have missed the treasures they contained, or have since lost something from the collection they once had.
     
    However, thanks to the magnificent Internet Archive Wayback Machine, virtually all those items are still obtainable if one knows where to look and what to look for. But since many people don't know, I thought it would be helpful to provide links to representative archived pages.
     
    These downloads cover many areas: maps (from published books or supplementary), book excerpts and introductions (including supplementary info about the published official settings), wallpapers, color covers to PDF books, character sheets and hex maps, items cut from books for space (including supplementary forms mentioned in various books), adventure modules, character outlines for illustrations (under "Character Sheets and Hex Maps" for some reason), illos for cardboard mini figures, apps and utilities, graphics and sounds, and more. Many of these were generously created by Hero fans.
     
    Because the website has gone through several revisions over the years since DOJ bought the Champions IP, and each version has made changes to the downloads it hosted, I'm including links to Free Stuff pages from different years to cover as many of the varied offerings as possible.

    DunDracon is at the San Ramon Marriott in California and goes from 2/16-2/19/18.  Traditionally, the Hero Games community makes a strong showing at this role playing heavy convention.  Who is going?

    Historically civilian shipyard workers have deployed on board in order to complete critical repairs (e.g. USS Yorktown in 1942).  Even today it is not unusual to find civilian contractors on board Navy vessels to fix existing junk or install new junk.  Taken to its logical extreme you could outsource any non-combat function to a civilian--mess hall, medical, unsecured comms, maintenance and housekeeping, laundry, research, and so on.
