  2. Re: Legal status of major supergroups Well, in the real world, there's no such thing as "international police powers", as far as I am aware. Aside from that, if my understanding of the situation in the US is correct, what you have described seems to be a bit of a mixture of FBI and CIA agent. I'm not particularly familiar with how the CIA interacts with the US armed forces, but presumably there are protocols of some description. Depending on the number of supers there are around the place, it might be worthwhile separating the "police" and "intelligence" functions. For Australia, I would probably attach my supers to the Australian Federal Police, and negotiate some kind of arrangement with the State and Territory governments to deal with the jurisdictional problems. Any overseas role would need to be negotiated with the relevant governments.

  9. Re: What concepts have you used for a 'Superman'? Oops! I forgot one I've used: the Hidden Lands type. A New God, an Eternal, an Inhuman, or, in CU terms, an Empyrean. I've used a couple of such, of varying degrees of seriousness. The less serious ones tend to come from the moons of Uranus.

Actually, come to think of it, they all would, since they're from the Golden/Silver Age period, aren't they? Well, the bus and the Bonneville just *scream* to be used in a Champions game. Perhaps you could explain the difference by saying that Champions Universe outlines a particular superheroic setting and style of game, while Champions outlines the range of superheroic settings and game styles it is possible to play. Yes, there is a small amount of material about the Champions Universe in Champions, but it is not repeated in Champions Universe. I am unlikely to ever exactly use the Champions Universe, but I found that there was enough stuff worth lifting or taking inspiration from to make it worth buying. On the other hand, Champions is one of the books in my regular reference pile.

Dr Manhattan's origin is a variation on that theme. Merging with a deceased relative works too. Merging with a relative who became deceased in a nuclear blast works even better!   16. Re: What happened to the Champions? After discovering the "final truth" of Combat Luck, Seeker returned to Australia and established a training school for Swashbuckling Ninjas. His first crop of graduates should be appearing Real Soon Now. --- Incidentally, Seeker was one of the few truly memorable characters in the 4th Edition CU, on a par with Dr Destroyer, Foxbat and Eurostar. Dropping him was a mistake, especially since he seems to have been replaced by the much blander Shugoshin.

  20. Re: Captain Atom? In fact, in the Charlton universe he effectively was Superman, or rather, the equivalent. So you could quite reasonably make him exactly as strong as Superman. But obviously that isn't going to happen with a homage. The DC version of CA tends (tended?) to rely on his blasts more than his strength, so downgrading his strength a bit wouldn't do much harm to how he operates.
