  1. Re: shockwave/earthquake question You could also do it with change environment with suitable penalties to whatever you need them to be. Or an AE TK, similar to the str build. Not only can you maintain it with continuous use (like str) but you don't have to be standing in the middle of it. It's a little more expensive, though, because of the range (depending on how you do the lims for the limited use of the str). I usually shy away from the "hole in the middle" because it doesn't make sense they can stand closer or on the center of the attack and not be affected. Personal immunity is cool here.

They are, by their very concept, not trustworthy or, at the very least, performing acts in a distasteful way. Yes, this does apply to PC and NPC interactions to some degree but we also let disads cover some of it.

I toyed with the idea the cyberline stuff was reverse engineered from Bulldozer who agreed to help to lessen one of his many prison terms (WWII super soldiers almost all are singular products from since lost processes that can't be repeated). Since it wouldn't have been hard to backtrack his accident, and such, we have to assume the chemical doesn't affect everyone like it did him and, perhaps, required some component in his personal genetic makeup. Access to both allowed what would become the cyberline treatment. Look at Bulldozer, he has enhanced strength, durability, stamina and even agility (unless you subscribe to the notion that the average bulldozer driver has 20ish Dex and 4ish Spd). Of course, folks don't have to be so specific like that. Generic volunteers from any walk of life could work.

Re: Common Grounds & Sanctuary for the New CU If I've dedicated my life and safety to taking these people down, why the hell would I care about them taking their shoes off and trying to be normal? Why would I want them to relax? Why would I want to treat them like normal people? Why wouldn't I want it to be a fight? If they're wanted criminals (retired or not), if people are helping them, if I know where they are... they're all targets. I don't care if they are enjoying a latte or discussing the merits of good parenting. I especially don't care if their life of crime has them stressed out. If they are not currently wanted, why in the world would I want to associate with these scumbags? Why would those with the more vigilante bent care if they're not wanted... justice to be served in spite of the law. When I need a break, I take the mask off. When there's a big gathering of bad guys I can pop all at once... well, I can read the scores from the ball game in the paper tomorrow, there's work to do. The reverse is true, too. Why would many villains care about playing by the rules? Those guys I've been trying to kill and beat me up all the time are all in one place playing Chutes & Ladders and talking about the last time they watched Friends on TV. This calls for a bomb or something. A place like that needs a real powerhouse to force it to be neutral. And, even then, you have to wonder why this dillweed isn't out there doing something for real instead of slinging scones and magazines.

I wouldn't mind seeing the IHA next, less the mutant focus (the mutie angst stuff was old school years/decades ago... hasn't become fresh again yet for me). A focus on tech and, particularly, anti-superhuman tech. It doesn't necessarily have to include the Minuteman robots - however, robots allow heroes to fight in high stakes, pull no punches battles without worrying about silver age sensibilities. So I like them. Just as long as they aren't some weird fake front for a cult or alien invaders trying to diminish the supers population for an easier invasion or secretly luddites using ancient golem knowledge or somesuch Primus wouldn't be so bad, either. We're lacking the "super soldiers" of America, imo. I'd like them to be a little less "easy listening" though (no slam against SCM intended) and a little more GI Joe. I'd like them to include a department that focuses on aftermath actions. Damage control and dealing with situations that may have been caused by superhumans, that sort of thing (and it may be a good section to discuss more on how heroes can fight volcanoes, tidal waves, and stuff like that). I also think an Orgs book might be cool for agencies that can't fill out a whole book alone, put a few of em in there

Much of Viper would be a lot less interested in Viper if the sales pitch was "we're going to dominate the world for magic snake gods" in my opinion. I don't so much mind that the group was founded out of some sort of snake cult, but the fact that the magic snakes are real and it's still a snake cult really makes things kooky for me. Is the CU a "iron age" or "real world with powers" setting? I didn't really get that impression. Perhaps iron leanings. I don't find it any less silly than simple criminal organizations. How well would the Yakuza fair? Just as well, assuming they had the numbers and technology that Viper has. Like I said, it's just too much of a push for something to be a shocking revelation. It's like if they DID do a Yakuza sourcebook, you'd be expecting the truth behind the group to be, like, Atlantean domination of the world. And the Mafia? That was originally founded by moonmen who have a dietary requirement in alcohol, which is why they were so active during prohibition. When the twist is expected, when the twist is the stereotype... it's no longer interesting. I'd much rather see a section about possible twists to the organization. Really a magical hamster cult, really the outgrowth of a failed alien invasion in the 1920's, really a rogue government agency, really the result of an unhappy housewife with the justice system, whatever... This would help provide uses for a variety of GMs without all the burden (the purpose of a sourcebook, imo). Of course, that's just my take on it. I'm sure many people enjoy it, but I'd really like to see a big criminal group that doesn't have some deep, dark secret that it keeps even from its own members. A Dr. D organization book might fit this... I'm not keen on Dr. D, myself, but it seems more straightforward.

I don't particularly care for Viper as either "a game by a crazy computer" or a "magical snake cult" myself. Just seems like too much of a push to include something to be discovered that's shocking or something.

  14. Re: must keep topic alive! Why is it in most Superman else-if stories, if he lands anywhere but America he becomes extra-patriotic enough to include their symbology or whatever on his suit? Supes aint wearing the stars-n-stripes as it is. They usually have to pose him with a flag (and not infrequently a bald eagle) just to get that part across. Anywhere else, he slaps the flag on himself somewhere. This becomes extra confusing with the changes to his chest logo in history, anyway, which is not a roman "S" as we know it, really, but some kryptonian symbol.

Well, you're pretty much just harboring a fugitive, aintcha? I always found neutral ground silly. If you're a wanted bad guy, you're getting popped... no matter what the house rules of some resort or deli owner says. Yes, even in international waters or independent islands or whatever. If I'm there, I'm poppin' them. It's convenient being a hypocrite, sometimes

  19. Re: DEMONs on the loose! The section on the types of DEMON cultists is great, from the old school suave guy to the scumball loser looking for a shortcut to power. I've only skimmed it, though, to see some of the baddies.

  22. Re: New Campaign Start Idea - Critiques Wanted We did something similar to this in that we all had to create 50 point characters as normal folks. The general idea was that you had to know at least one other PC. (we eventually came up with this idea that we were all part of an expedition/dig. Some people were pros, some people were just college students... that sort of thing). Then we added 200 points of powers to that... the +200 points was then given to the GM. At opportune moments, we would manifest our powers... not all at once. Everything was essentially working as "no conscious control" the first few times until we learned to control the powers. The GM give us control of our own powers little by little, depending on how we played. It was pretty fun.
  23. Re: Have you ever ... ? Brute Force Psych Lim Enforcement Overconfidence, itself, is usually misunderstood. So many people equate it to enraged or berserk on some level that using it as an example is usually an exercise in futility. It's my experience that usually players only need a reminding of their psychs to go along with them if they seem to be missing them. If they need more than that, well, you can either force their hand a little bit or just deduct from the xp reward for playing out of character. The latter is often the most successful method of player wrangling.
