Fitting both Fist of the North Star and Hamtaro into the same genre book might be a bit difficult.

Some people say it's part of the charm, but I say the effects in the new Godzilla movie just suck.

Give the Electrical Powers a Side Effect: Drain END, with a long recovery time.
That way the power costs END as normal then on top of that drains, say, 1d6 END that don't come back for five minutes, or an hour, or however long you and the Game Operations Director agree on.

My wife and I hardly ever eat out, once or maybe twice a month from a local fast food place (pizza, etc).
 
I do about half my own cooking, although the chocolate Breakfast Essentials that I have before work hardly qualify as such. I tend to make my own lunches for work, and my wife normally makes dinner. It's usually conventional American cuisine, although we've been known to get idiosyncratic with the flavor combinations sometimes. We normally make a half-hearted attempt to grow tomatoes every year.
 
I have some non-life-threatening food allergies (almonds, and raw apples and related fruits). I also make a deliberate attempt to eat two relatively meatless meals every day.

Glad you're still around. I had to quell a rumor of my own death a few weeks ago.

APG1 gives a -12 penalty for targeting the eye. That seems about right.

First, figure out how you want your magic system to function.  Don't worry about game rules, just think about how your fantasy world will look.  How do wizards/sorcerers/whoever use their abilities?  Do you have wise men who use magic so quiet and subtle that people aren't sure if it exists?  Do you have video game wizards who shoot glowing energy all the time?  Can your magicians create massive effects that wipe out armies?  Or are they just warriors who have different flavored attack powers?
 
Visualize it in your head, and then that will determine the right way to do it.
 
Personally, if I wanted to play D&D, I'd just play D&D.  That magic system works reasonably well enough for that game, even though there are still problems with it.  If I wanted to play Fantasy Hero, I'd probably try to have characters with abilities I couldn't mimic in D&D.

The thread topic makes me think of either a retirement community or a, "safe house" for crooks, not a sandbox environment for novice superheroes. How can the two be combined? 
 
Until recently, the city was home to a retired criminal mentalist. He would use his abilities to subtly influence the criminals on the lam, "Don't plan your next job until you leave." Everything stayed quiet, and nobody had any reason to investigate. Now he's dead, and his influence has worn off. We've got a large group of crooks who are getting bored, thinking about trying something.

I can't believe you suggested that.

I told my kids that I'm probably on an NSA watch list because of the various Champions game-related Google searches I frequently do, and one daughter suggested I tell them I'm actually a secret agent.

The list is BS. The Connecticut entry is from Shake Shack, which is a regional chain. They didn't even mention Ted's (steamed cheeseburgers), Shady Glen (fried-cheese-burgers), or Louie's Lunch (inventors of the hamburger sandwich).
