Howabout instead of non-persistant: Reduced End to half +1/4, Costs END -1/2

That reduces the cost to 11, and uses 2 END a phase. Most characters can keep that up for a long time, but will suffer long term endurance problems and tire easily. So they wont want it switched on 24hrs a day.
