The villain can zap his foe with electricity and then use the electricity to control their movements.
I am thinking Mind Control
Based on Con
ACV: mental power uses OCV
ACV: mental power attacks against DCV
Telepathic (it is not really telepathic but he does not have to issue commands to control them)
possibly also
concentration
One Use at a Time (not sure what the limitation is for only one mind control at a time)
But based on Con means anyone can command them - not just the villain
and how would I make this work on automaton since he could use his electric powers to control robots and such (which doesn't really matter since as a villain he probably won't face automaton heroes)
and lastly - is this the right forum for questions like this?
