I actually semi-sorta have this done already.
It was posted on my gaming groups website. Unfortunately when we changed hosts we never got around to replacing all of the page content.
I had "Profession Packages" made and posted on the page.
It was and is still a work in progress.
I will see about getting the packages put back up on the website just after New Year.
What I have done so far is packages for:

More are being worked on. My intent for each profession was to have a beginner, intermediate, and expert package for each.
An example would be something like this:
Attorney : Beginning package
Defense Attorney / DA : Intermediate package - adds to the attorney package
Judge : Expert package - adds to the Def. Attorney / DA package
Each level building on the previous skill set.
I will get to work soon and post when everything is online again.

Incorrect. The officer doesn't even need to identify himself.It usually happens, but it's not required by law.
Some departments might have some ass backwards policy, but doubtful.
Force is correct.
Officers do not need to say and or do anything to take "action," if it puts them and or others at risk.
The official warning is pretty much universal, if given at all
(Insert Agency Here), don't move.
Police, don't move.
Stating who you are gets rid of any need to talk all the legal nonsense. You never as an officer have to explain that you are empowered by the government to take action or what have you. You are the police and have stated so. A "reasonable" person knows what police can do as far as arrest, use of force, etc. This removes the need to cite Criminal Procedure Law of the particular state or the Federal Government when you take police action.
Part two, don't move, is stated because that is it, game over they are going into custody. The verbal warning is to hopefully give them the chance to comply and go peacefully.
So in a nutshell for a "disclaimer" my suggestion is to keep it short and sweet.
Who you are, and what you want.
In your most heroic voice "Bureau of Metahuman Affairs, I'm taking you into custody."
