Applying Any Area to inherently AOE Powers

I don't understand how Area of Effect (Any Area) is supposed to interact with Darkness, Images, and Change Environment. The rules for Any Area assume that the power doesn't already have an area of effect, right? Do I just assume that the better of the two possible numbers of hexes is what applies, doess the Advantage cost less but not provide "free" AOE when applied to such a Power because it already has a mechanism for increasing its area, or what? -- Pteryx
