I am looking for a flexible generic RPG system similar to GURPS, BRP, or Savage Worlds. I will be using it to play mid or high fantasy settings. I would like a system where I can create any PC, NPCs, or monsters that I choose, without being limited to only certain types. I would also like a system that uses dice (the more the better), not a diceless system. Finally, I would prefer a system that at least has some basic rules for miniatures.
Does the HERO system fit these criteria?
