Thanks. I'm still a noob

Now here is a quandary. I am creating a character as an NPC for a friend of mine, and I don't know how to set up her powers. Pretty much she is a seer, with no control over her powers. She blanks out to prophesize at the GMs discression, however, she consciously has no conception of the passed time. Furthermore she is incapable of understanding her own prophesies, even if they are as obvious as "You are going to die next tuesday". Now, how on earth do I set up something like this?

Would These Work for a Weapon that just knocks someone out? I am kind of designing the character to be very against hurting people seriously. Sorry about the questions, I am a newbie to the system

Okay, My Group and I will be running a not too distant Future Setting on our Game. I want to Arm My Character with a Stun Gun, the modern day weapon that delivers an electrical charge to an opponent and knocks them out. What would be the rules on a weapon like this?
