Sorry, I found what I was looking for. I thought it was in 4th Edition, but I found it in 5th Editions Character Creation Handbook on page 29 under Optional Character Design Guidelines. 

Hi. I am looking for a 4th Edition article that had recommendations on point limits for characters that were Characteristics focused vs Skills focused vs Power focused. Does anyone remember which book I could find that?
