Nope, its not for an archer, but I did play CoH waaay back when it first came out.
Its actually for a brick character I am making. The concept behind the power is more like... when he gets surrounded he can punch straight down into the ground and the force of the blow sprays anything within a 2m radius (expect the character) with oil, penalizing them with -3 to their DEX rolls due to its slippery nature. The initial idea for the fire effect was to do damage if ignited, but that effect does not discriminate. It could get friendlies, possibly.
I found a really good reference, in the Ultimate Speedster pg72, for such an effect after I posted originally. Here is how I built the power so far... compound power with the fire effect linked to the CE effect.
Compound Power: (33 active points)
Change Environment (-3 DEX rolls and all skill rolls based on DEX), Personal Immunity (+1/4), AoE (2m surface; +1/4); No Range (-1/2) (18 active points) plus
Killing Attack - Ranged 1 point, Constant (+1/2), Uncontrolled (lasts until flammable material affected by RKA 2d6 is consumed, or a full phase is spent putting out the flames; +1/2), Reduced End (0 end; +1/2), Sticky (anyone or anything touching the victim also catches on fire; +1/2); Linked (Change Env; -1/2), Conditional Power (Power does not work unless a catalyst, like a spark or open flame, ignites the oil; -1/4)
I was debating putting penetrating on the fire effect just to make sure a little pain and suffering ensues!
There is just something about attacks that have secondary effects that makes me happy.
