This is Azrael. She is the Angel of Death.She's been a character I've been working on for nearly two decades in terms of conceptualization and stories.
Many, many years ago, I was trying to understand a something. The Angel of Death helps guide those who die toward the light to cross over into the afterlife. The problem with this is that the Angel of Death is almost always portrayed as a skeleton in a hooded cloak.
Rational would indicate that regardless of how warm and fuzzy the light at the end of the tunnel might be, a cloaked skeleton wielding a scythe the size of a small New England town, would be more than sufficient to counter-act the pull of the aforementioned light.
So, I began to wonder what must the Angel of Death have to look like to draw people toward the light. My interpretation for Azrael was born.
Now many years later the character concept has been much more thoroughly fleshed out (no pun intended). She is only a biblical figure in terms of being nearly mythical in abilities to mortals. As she likes to jest about her existence by saying “The greatest trick the Devil ever pulled was convincing the world she doesn’t exist.”
Being a long-time player, it was inevitable for me to want to create her in the HERO system – strictly as an NPC. Her write up is still a work in progress. She's taken me well over 400 hours of work to get her to this point visually. Imagine the breaking news when she revealed herself to the world. Here is her first interview in the December 2012 edition of Time Magazine.

A bit of a change of pace from the usual elves, wizards and superheroes... This is Dorothy (from Oz), but the client requested that she was older and that she have silver boots from the books...not ruby from the movies.I had fun with this one.

"Wanted". The day-to-day job of a taskforce that must hunt down the 100 most wanted criminals in L.A., by any means necessary-including some that are all but officially over the line.
Although the series doesn't has qite the punch that "The Shield" has, it still is a nice 'dirty-badge-cop' series.

It is not exactly a 'group' but it makes a big appearance on my own campaign.
THE KNIGHTS OF THE TRUE TIMELINE
A terrorist group at least 1000 strong, it is doggedly pursuing the sole purpose of maintaining one 'true' timeline. (one true Ranma 1/2 timeline, one true DC Comics timeline, one true DBz timeline, and so on).
As such, they travel to all alternate universes out there (Hypertime, Fanfic universes, whatever) and kill key people/destroy key locations in order to make it closer to 'canon'-or destroy it completely.
It doesn't helps that they have flunked more that one mission and because of that, more alternate universes have appeared-giving them more targets to hunt.

When I first read the title I was thinking about a crazy crossover.
I mean: what would happen when someone like Bobby Goren is doing the "Powers" thing? Investigating if superheroes were the best response for X situation?
Well, not that I mind it's a misleading name. The discussion is still good.

Is it possible to ask for requests on this thread? Because I seriously required an illustration for my character (pretty much conform with anything).
The character's name is Roger Hackett and he's a Punisher-ish hero, the prototype unit of a project called 'Hellsoldier'. They were created for extreme combat and enhancing of conventional infantry firepower for anti-SPB situations.
In other words, he's a cybered-up zombie who can shoot the crap out of the local superman-even if he would be normally 'bulletproof'.
Guy looks like Yusuke Urameshi (from 'Yu Yu Hakusho') gone the way of Snake Plissken.
