It has led me to other questions though.
In the Champions complete, Defenders has a couple other powers.
1f Overload Blast: RKA 3D6; Increased End (x4END; -1 1/2), Required roll14-(Burnout;-1/40 End cost 16
I wanted to ask why it has a 3D6, is that from the beginning 60 point reserve, or did the designers choose to have that power start with a lower reserve amount?
